
Supply Chain Program Manager

- The primary point of contact for the Line of Business/Program Manager as the representative for the supply chain and material function. A strong business acumen that enables proactive identification of risks and opportunities.
- Become an integral and valued member of a business team to develop and clearly communicate integrated plans to ensure successful execution and management of materials and critical/key suppliers.
- Identify and incubate strategic relationships with key suppliers.
- Collaborate with Program Management, Business Development, Engineering, Supplier Quality, Key Suppliers, and Supply Chain leadership to develop sound material proposal strategies to optimize PWIN, profitability, and OTD execution.
- Lead and execute material proposals; drive material pricing actions and supply chain direct labor basis of estimate preparation.
- Collaborate effectively with the Material Estimating Audit function, PM Engineering, and Pricing to ensure high integrity cost estimates and compliance to solicitation and FAR requirements.
- Develop a working knowledge of TINA proposal requirements to ensure required cost of price analyses are performed and documented to comply with FAR and system procedure requirements.
- Collaborate with Program Management, Engineering, Operations, Contracts, Finance, Quality, and Procurement to drive program execution and support factory production and development requirements.
- Manage to key metrics and proactively address supplier, program, and customer issues and needs effectively.
- Assess and maintain the integrity of the MRP system environment and program performance within that environment.
- Represent the program(s) during supplier negotiations, engagements, escalations, and interventions/oversights.
- Cost Account Manager (CAM) for material related EVMS requirements, when applicable.
- Material Estimate at Complete (EAC) development and cost performance management.
- Material financial analysis and forecast for bookings, sales, profit, and cash.
- Support functional system audit/compliance reviews as applicable to assigned programs.
- 5% - 40% domestic travel may be required.
- 5+ years in DoD market in a program management, materials management, or supply chain related function.
- Understanding of FAR and DFARS and the application of regulations to DoD proposals and supply chain management.
- Excellent analytical and problem-solving skills in developing, implementing, and assessing key operational and financial metrics. Strong critical thinking and resolution skills in ambiguous situations.
- At least 5 years' experience in a production manufacturing operation utilizing a flagship MRP/ERP system such as Oracle, SAP, Deltek CostPoint, etc.
- Bachelors or Master's in Supply Chain, Finance, Engineering, and/or equivalent experience and evidence of ability. CPIM or APIC training is a plus.
- Background and a solid understanding of electronics and/or electro-mechanical assembly operations, bills of material, demand material planning, and the supply chain purchasing processes.
- Experience working in cross-functional teams or matrixed work environments.
- Experience in Earned Value Management or demonstrated performance against financial budgets and time-phased receipts.
- Experience interfacing with external suppliers and all levels of internal management.
- Strong analytical skills required to evaluate end-to-end planning and identify constraints, risks, and opportunities.
- Microsoft Excel skillset (i.e. pivot tables, filters, advanced formulas).
- Ability to evaluate and analyze data to enable operational decision-making or present clear recommendations to leadership.
- Demonstrated skills to effectively collaborate in a fast-paced, cross-functional environment including program management, engineering, planning, quality, purchasing, finance, and general management.
- Passionate and high energy, with the diplomacy and cooperative style necessary to positively influence others.
- Ability to write, speak, and present effectively and persuasively.
- Ability to work independently on multiple tasks and projects in a dynamic, fast-paced environment. Flexibility and adaptability are key skills for success.
