- Six years of direct experience or a master's degree in library or information science/studies from an accredited program can substutute for the direcxt experience.
- At least three years of supervisory experience in a library or archives.
- Prior administrative experience with a state library administrative agency.
- Extensive knowledge and understanding of issues, trends and practices of libraries or archives, leadership, and management as well as of current technologies related to innovative library programs.
- At least five years of professional library or archives work experience.
- Manages and coordinates the administrative, programmatic and operational activities of the Bureau of Library Development. Provides technical and administrative consultation with library staff, library support groups, local and state authorities, and other people working with the Bureau. Collaborates with Division Bureau Chiefs on services and programs.
- Supervises the planning and evaluation of grant programs.
- Directs publication and dissemination of information pertinent to administration, program development, and other aspects of library development services.
- Represents the Director and Division at meetings and consults with other agencies as requested.
- Performs other work-related duties as required.
- Knowledge of management and leadership methods and materials.
- Experience evaluating and planning library programs.
- Experience preparing and delivering professional presentations.
- Experience managing budgets and financial resources.
- Experience managing contracts and grants.
- Experience drafting and interpreting laws and rules governing organizations and grants.
- Preferred, prior administrative experience with a state library administrative agency.
- Preferred, extensive knowledge and understanding of issues, trends, and practices of libraries or archives, leadership, and management as well as of current technologies related to innovative programs.
- Preferred, at least five years of professional work experience in a library.
