Title: Sr. Technical Advisor, Subject Matter Expert for Special ProjectThe Special Project Subject Matter Experts will serve as specialized technical advisors to the Special Project Team Lead and Government Lead. In this role, they will provide government leadership with technical and programmatic recommendations regarding planning, requirements development, research across all-sources; processing of data to include architectures and AI/ML algorithms, analysis, technical solutions, and workforce development efforts necessary to identify and address gaps. This includes the establishment of Test & Evaluation (T&E) performance metrics, performance measurement methodologies, and the supporting personnel and infrastructure requirements across the DoD Joint Enterprise. These technical advisory services will include formulating recommendations for new research & development, design, integration, test, and technical review of software, hardware, and supporting services. A core focus of this position will be working with joint mission and service partners across the Department and US Government in proactively identifying gaps in order to accelerate incorporation of material and non-material solutions in increasingly realistic operational scenarios. Work closely with Special Project Team Lead in support of the Director to seamlessly review, validate and integrate capabilities into a T&E strategy and corresponding program execution to support the Warfighter. The SMEs will take the strategy and reduce it to practice by directly managing RDT&E investments. The PMs will focus deeply on a narrow slice of the problem space, and will have the opportunity to inform and directly manage significant investments that will form the initial operating capability to perform rigorous T&E of systems and systems-of-systems for the DoD across different critical technology areas. Program coordination and oversight will depend on the combination of specific technical areas of interest, qualifications, and prior experience.Responsibilities:
  • Work as an integral member of a team tasked with a critically important mission for the Department of Defense in compliance with all applicable laws and regulations.
  • Provide rigorous technical and programmatic oversight of high visibility and high impact programs.
  • Build collaborative and productive partnerships across government, industry, and academia.
  • Build consensus around technical solutions and interpret and clarify these solutions to government leaders.
  • Brief senior leaders on program strategy and roadmaps, and be able to justify decisions and decision making processes under rigorous scrutiny.
  • Keep stakeholders engaged and informed in a fast paced, high pressure environment.
  • Transform challenges into opportunities, and carry through to execute solutions.
  • Participate on project teams, working group, task forces, etc. contributing input with regard to technology vision, opportunities, and challenges.
  • Participate in the evaluation, selection, and implementation of technology solutions including providing detailed analysis of pros and cons and build vs buy options supporting T&E infrastructure.
  • Facilitate project handoffs including preparing documentation, educating, and supporting to ensure smooth transitions (Valley of Death)
Required Qualifications:
  • Ability to obtain & maintain a TS/SCI clearance (requires U.S. citizenship).
  • Bachelor's Degree and a minimum of 15 years' experience (an additional 8 years' experience may be applied in lieu of degree, and additional degrees may be substituted in lieu of experience)
  • Demonstrated proficiency in building collaborative research and development networks across government, industry, and academia.
  • Demonstrated ability to generate clear program objectives from scratch while identifying, engaging, and empowering stakeholders.
  • Proficiency in consulting, negotiating, communicating, consensus building, presentation, and facilitation of technical capability requirements with mission partners,
  • Demonstrated ability to innovate and think beyond established standards and processes,
  • Knowledge of and demonstrated experience applying current and emerging technology solutions and trends including security and regulatory government & industry requirements,
  • Knowledge of Project Management Methodologies,
  • Ability to communicate technical information clearly and articulately to a variety of audiences.
Preferred Qualifications:
  • A broad understanding/experience in collection, analysis (data integration, pattern recognition, assessments, predictive analysis, risk analysis, etc.) of all types of data (including, but not limited to HUMINT, SIGINT, GEOINT, MASINT, OSINT; CI/CE; CYBER; and operational data); and processing (storage and curation) of complex data sets that can be utilized to train, validate and test capabilities to include AI/ML and NLP models and algorithms,
  • Ability to approach problems, challenges, and situations from both a conventional and unconventional perspective. Key traits include having an open mind, creativity, curiosity, critical thinking, diverse knowledge base; collaboration; resilience; agility; and unconventional experiences.
  • 10+ years of experience engaging cross-functionally across the DoD (Services, Joint Staff, Combatant Commands, OSD) and US Federal Government Agencies/Departments; industry; and academia,
  • Current Top Secret with SCI Eligibility clearance, or higher.
