This position will be responsible for managing and overseeing projects in the preconstruction phase for early coordination of construction projects before physical construction begins. This is includes providing project Owner’s guidance through planning & development of projects, acquisition of permits, design oversight and utility interface approvals for buildability. In this role the PPM will be the Subject Matter Expert (SME) on the project while interfacing with owners and internal clients on preconstruction elements including: Operations, Design & Engineering, Utility Interconnection, Procurement and Permitting. The PPM will serve as the primary contact with customers and regulatory agencies. This role bridges the gap between business development, estimating, design, and construction teams to ensure that projects are feasible, financially viable, and aligned with the client expectations and company goals.Responsibilities:
  • Cultivate and maintain strategic relationships with leading market stakeholders including vendors, customers, trade organizations, utilities, and regulatory agencies.
  • Participate in multi-functional teams to develop and manage preconstruction services new efforts.
  • Build trust through transparency, accurate information, and proactive problem-solving
  • Facilitate regular meetings and updates with clients, engineers, and internal teams
  • Identify long lead materials and integrate procurement strategies into project planning
  • Identify project risks and assist in developing mitigation strategies
  • Review and ensure constructability, schedule feasibility, and compliance with regulations
  • Lead detailed preconstruction projects (Design Consultant, permitting, and project development oversight) and/or activities for the construction of Renewable energy projects in New York State
  • Understanding of New York State 94C Permitting, NYSDEC, NYSDPS, and NYS Ag & Markets process
  • Design Consultant oversight activities may encompass: Civil, Geotechnical, Electrical, Erection & Reclamation
  • Research advancements in technology and products related to TWG markets.
  • Attends trade shows and conferences and makes site visits to suppliers’ facilities.
  • Communicates technical information to non-technical stakeholders, including internal and external clients.
  • Determine the need for training and talent development for preconstruction engineers.
  • Manage the preconstruction process post-Sale through Permitting, Design Development, TSA negotiations and Utility Interconnection approval.
  • Assist the proposal and estimating team on preparation of budgets and cost proposals through active information sharing of relevant project knowledge gained through the project development process.
  • Work closely with operations group to ensure that lessons learned, and market specific experience are applied to deliverables.
  • Ability to understand, interpret and provide feedback on wind farms, PV solar system design and battery energy storage designs
  • Provide the necessary support to reach contract execution for preconstruction scopes in a timely manner
  • Ability to utilize scheduling software, such as MS Project, Primavera, or others
  • Ability to create, manage and maintain project budgets and teams, integrating milestone payments and change order processes
  • Read and interpret geotechnical, environmental, and other associated consultant reports that are necessary to build projects
  • Manage consultants performing site evaluations, preparing detailed notes and documentation of site conditions for design and engineering, communications to sales and customers, project files and internal reporting
  • Interface with ESQ Department to ensure preconstruction work complies with applicable standards and regulations.
  • Ability to explain contract and technical requirements to others with precisions and clarity and participate in contract reviews.
Qualifications:
  • Bachelor's degree in Construction Management or Civil Engineering is preferred; and 5+ years equivalent experience performing the Job Duty functions. Relevant Consultant Engineering of Renewable Energy project development experience preferred.
  • Maintain a valid Driver’s License and a good driving record
  • Willing to travel up to 10% of the time – Hybrid location base location in New York is acceptable.
  • Ability to determine work priorities and review work for quality and production standards.
  • Must be highly motivated, adaptable, detail-oriented, flexible, and able to work both with a team and independently
  • Must excel in customer service and data analysis
  • Must have excellent organizational, analytical, and interpersonal skills
  • Must excel with multi-tasking, problem-solving, written, and communication skills
  • New York State Professional Engineer (P.E.) preferred
Compensation & Benefits:
  • Salary range: $110,000 - $125,000 depending on experience
