Job TypeFull-timeDescriptionSummary:Under the guidance of the Chief Program Officer, the Manager of the Community Health Worker (CHW) Apprenticeship Program will lead the implementation, oversight, and compliance of the organization's U.S. Department of Labor registered apprenticeship program. This manager-level position is responsible for overseeing program compliance, CHW apprentices, journey workers, and all operational aspects of the program, ensuring adherence to DOL standards and agency goals. Oversee the Department of Labor registered CHW Apprenticeship Program in alignment with Ibero's mission and federal workforce development standards.
Ensure full compliance with U.S. Department of Labor guidelines and internal quality standards.
Oversee and support CHW apprentices and journey workers, including performance monitoring, documentation, and development opportunities.
Ensure that apprentices and journey workers are actively completing the DOL Blue Book and meeting the program's competency requirements as outlined in Appendix A and Appendix B. Apprenticeships are premised on the attainment of demonstrated, observable, and measurable competencies in addition to meeting time-based work experience and on-the-job learning requirements. This includes ongoing verification that all work processes and related instruction align with the minimum standards set by the Department of Labor.
Maintain systems to document apprentice progress, on-the-job learning, and competencies.
Ensure CHW apprentices and journey workers complete the DOL Blue Book and meet all core competencies outlined in Appendix A and B. The Manager is responsible for verifying compliance with DOL standards, including time-based work experience and demonstrated, measurable competencies, and ensuring all training aligns with required work processes.
Coordinate and monitor apprenticeship placements and partnerships with external organizations like CBOs and healthcare systems.
Serve as liaison between Ibero, academic institutions, employers, funders, and community stakeholders.
Collaborate with community partner CHWAR to support the design, delivery, and continuous improvement of the CHW curriculum, training modules, and educational resources, as required.
Assist in the evaluation and reporting of program outcomes and grant deliverables.
Attend meetings, training, and public forums related to apprenticeship and workforce development.
Represent Ibero in local and state-level workforce development initiatives.
Works closely with the Finance Department to ensure accurate documentation and data collection for compliance with authorized use of project funding.
Contribute to strategic planning for program sustainability and growth.
Any other duties may be assigned by the immediate supervisor.

Excellent written and verbal communication skills in English; bilingual in Spanish is strongly preferred.

Position Qualifications:Competency Statement(s)
Associate degree in human services or related field preferred.
Minimal requirement of Hight School or Diploma or GED.
At least 2 years of experience working with Latinos, connecting them with community services.
Minimum of 3-5 years of experience in workforce development, as a Community Health Worker, or in a related community health or human services field is preferred.
Bilingual in Spanish and English preferred.
Demonstrated ability to work with other service providers.
Demonstrated ability to supervise staff and manage partnerships.
Basic knowledge of Microsoft Word.
Must have reliable transportation and a valid good standing NYS driver's license.
Ability to travel as needed; occasional evening or weekend availability may be required.
An equivalent combination of training and experience other than the specified, if judged to be adequate for the job, may be accepted by the President and CEO.
