- Manages and supervises the procurement process for vendor contract agreements related to Information Technology operations to include, but not limited to, data services, software, hardware, user licenses, and related equipment and/or systems. Duties include, but are not limited to, project, contract, asset and license management. Responsible for the preparation of competitive bids, quotes and/or requests for proposals.
- Responsible to ensure the proper selection, retention and training of Personnel. Manages and supervises Personnel, and conducts performance evaluations and disciplinary processes and procedures within established organizational and department guidelines, policies and/or directives.
- Responsible to ensure the proper preparation, tracking and administration of the Information Technology Department's annual budget, to include forecasting expenditures; the procurement of goods and services; and related Personnel costs.
- Responsible for the collection of data necessary to evaluate all systems' performance and make appropriate recommendations to Executive Staff. Assists Departments with needs assessments, work flow demands, technological advancement, process streamlining and cost analysis regarding budgetary requirements related to Information Technology services and equipment.
- Performs additional duties as assigned.
- Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelors Degree in Information Technology, Computer Science or related field, and seven (7) to ten (10) years of work related experience is required.
- Certified Government Chief Information Officer (CGCIO), Microsoft Certified Solutions Expert (MCSE), CompTIA (A+, Network+, Server+, Security+) and/or Cisco Certified Network Associate (CCNA) certifications are preferred.
- A Master's Degree in related field may substitute for up to three (3) years of work related experience.
- Work requires the ability to read and write letters, memos, contracts, professional and industry literature, and spreadsheets and other job related analysis.
- Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.
- Work requires substantial independent judgment and decision-making.
- Work is widely varied, involving analyzing and evaluating many complex and significant variables.
- Must possess good oral and written communication skills.
- Must be able to monitor and assess operations, workload, projects, and staff performance.
- Must be able to read and understand technical manuals, Federal and State regulations, and City policies and procedure manuals.
- Ability to remain up-to-date on Federal, State and City regulations, best practices and policies affecting department activities.
- Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, media, and the general public.
- Ability to use Microsoft Office (e.g. Word, Excel, PowerPoint, etc.) and other job related software.
- Thorough knowledge of various computer systems and information technology related to multi-platforms and servers.
- Must possess a valid Florida Class E driver license.
- Must pass applicable pre-employment testing and background checks.
