Summary StatementProvide in-depth financial analysis of employer accounting records, reports, journals, or statements to determine compliance with pertinent laws and regulations. Interpret and apply the Delaware Unemployment Compensation Law to identify coverage under its provisions. Analyze employer's total financial status and provide recommendations relative to reduction of debt under the waiver and compromise provisions of the Law. Conduct negotiations with employers to obtain overdue unemployment payments, payment plans, interest, and penalties. Advise employers of legal actions which may be taken including placement of liens, attachment of employer assists, or prosecution. Advise employers of appeal rights and procedures for filing such appeals.Essential FunctionsEssential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of every job duty for any one position in the class.   • Compute fiscal/financial transactions.
  • Reconcile transactions/accounts.
  • Classify and code fiscal/financial transactions.
  • Review to ensure compliance with required documentation, computations, codes, signatures, and rules/regulations.
  • Record fiscal/financial transactions to various financial information systems.
  • Interact with public/private sector to provide/obtain information.
  • Compile information/develop reports for use by others.
  • Monitor balances and report discrepancies.
  • Participate in recommending systems and forms enhancements.
Job RequirementsJOB REQUIREMENTS for Fiscal Associate II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • Six months' experience in processing accounting, auditing or payroll transactions following applicable laws, rules, regulations, standards, policies and procedures.
  • Six months' experience in determining compliance of financial transactions with required documentation, computations, codes, signatures, rules or regulations.
  • Six months' experience in preparing financial reports such as combining and presenting financial data from multiple sources in an organized format.
OR
  • Possession of an Associate's degree or higher in Accounting or related field.
