- Responsible for the overall day-to-day activities surrounding Davis Bacon and Related Acts (DBRA) compliance.
- Collect data and prepare certified payroll reports to remain in compliance. Submit data via web-based applications including pay rates, fringe benefit statements, and employer training contributions.
- Verify correctness and compliance with applicable rules and regulations.
- Review contracts to determine additional labor compliance requirements.
- Send correspondence for missing documents and request revised documentation to ensure compliance.
- Serve as a point of contact for payroll-related inquiries and issues.
- Provide training and guidance on prevailing wage requirements and payroll procedures.
- Partners with field operations team, legal, and accounting/finance team to ensure proper and accurate processing of payrolls.
- Maintain detailed records of wages, hours worked, and job classifications for audit purposes.
- Certified Payroll Professional (CPP) designation is strongly preferred.
- Associate's degree in Accounting, Business Administration, Human Resources, or related field; Bachelor's degree preferred.
- Minimum of 3 years in payroll processing, preferably in construction or government contracting.
- Experience with prevailing wage payroll and certified payroll reporting is highly desirable.
- Proficiency with LPCTracker, eMars, Elations, and other prevailing wage software is a plus.
- Strong knowledge of tax and wage laws.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong attention to detail with a high level of accuracy and confidentiality.
- Excellent organizational skills and the ability to manage time and prioritize tasks effectively.
- Strong communication skills, both written and verbal.
- Extensive reading of both written figures and words, typed reports, and computer screens.
- Data entry up to six (6) hours per day.
- Phone communication approximately one (1) hour per day.
- Sitting for prolonged periods in meetings can be four (4) or more hours each day.
- Communicating verbally with other staff, contractors, vendors, and customers continually.
- Moving between meetings and buildings to communicate with customers, usually less than one (1) hour per day.
- Occasional lifting up to 10 pounds.
- Occasional stooping, reaching or bending.
