Job Category: Branch ManagementJob Description:Position Title and Summary: Technical Investigations Manager, Global Physical Security - Risk and InvestigationsPosition Location: AbilenePosition Responsibilities:This role is a direct report to the Sr. Director of Risk and Investigations within Risk and Investigations in Global Physical Security and is primarily responsible for conducting and overseeing technical investigations, countermeasures surveys, and radio frequency, RF, technical surveillance countermeasures reviews pursuant to Global Physical Security responsibilities protecting global datacenters. Preparing detailed and comprehensive reports that document RF anomalies, TEMPEST threats, and penetrations. Operate technical countermeasures, manage enhancements and upgrades to mitigate and deter risks related to datacenter confidentiality, integrity or accessibility.The role is an individual contributor who will also complete related tasks as directed at the discretion of the Sr. Director of Risk and Investigations that may include but is not limited to; non-technical investigations, countermeasure risk assessments, manage and monitor third party contractors for the installation of approved countermeasures at data centers, provide educational training, ensure the care and maintenance of related equipment, participate in budget planning, develop procedures and policies, maintain files, reports and case notes.The position is responsible for protecting employees, property, and the safety and security of employees, clients, contractors, and customers through the implementation of technical investigations, surveys, continuous RF monitoring both local and remote, the identification and mitigation of risks.The incumbent must have a valid U.S. Passport and be able to travel globally with notice. Technical Investigations Manager in coordination with leadership may interface with IT, Legal, Human Resources, other key stake holders, and external and internal clients.Essential Functions:Conducts and/or oversees all technical investigations, TSCM sweeps, and surveys within the datacenter portfolioMaintains technical investigations files, reports, notes and database as well as other analytical tools to monitor and track trendsManage the global in place monitoring system environment within the remit of global physical security.Assists in developing and implementing policies, procedures, programs and processes in collaboration with key stakeholders and GPS colleaguesActs as a mentor and advisor to colleagues on all technical investigative matters, methods and best practicesAids the Sr. Director of Risk and Investigations in technical investigative case managementLiaisons with partners, peers, colleagues and others at the discretion and direction of the Director of Technical Investigations.Liaisons with external industry resources, federal, state and local (e.g. law enforcement, military, first responders, federal agencies, professional associations and industry peers)Consults with the Sr. Director of Risk and Investigations of GPS on the budgetRequirements:A qualified candidate should have a minimum of 10 years' experience in government service, industrial security, law enforcement or a related fieldA strong understanding of industry specific legislation and compliance requirements related to the TSCM fieldA minimum of 5 years' experience in conducting technical investigations, surveys, and TSCM sweeps to include knowledge of methods, techniques and practices used by hostile actors, competitors, and nation statesUnderstanding of the electromagnetic spectrum, and RF interrelationships and characteristics as they relate to the design and operation of electronic, electromechanical and computer systems;Hands-on experience in the operation and use of electronic instrumentation such as multimeters, oscilloscopes, spectrum analyzers, sound pressure level meters, time-delay reflectometers, network analysis and similar equipment that may be applied to test, certify, and troubleshoot electrical, electronic, mechanical, electromechanical and computer systems;Knowledge and hands-on familiarity of computer systems, network security, and familiarity with operating systems, hardware platforms, and wired and wireless networks;Ability to read, interpret, create electrical and electromechanical schematics and architectural drawings, including electrical/mechanical building systems drawings and computer network topologiesA basic or greater understanding of TSCM equipmentA basic or greater understanding of report writingA basic or greater understanding or experience in testifying in court or legal depositionsProficiency with Microsoft Word, Publisher, PowerPoint, and ExcelAbility to communicate in both written and verbal formatPractical experience identifying TEMPEST emanations and implementing countermeasuresPractical experience direction finding and radio signal triangulationPractical experience managing an in-place monitoring system or wireless intrusions detection systemAdvanced understanding of common commercial communications protocols: Wifi, Bluetooth, Zigbee, Xbee, ANT, PTT Radio, cellular technologies (3g, 4g, 5g)Advanced understanding of Rouge access points, Bluetooth exploits, main in the middle attacks, cellular threats.Scope of Responsibility, Impact of Decisions and Degree of Supervision:The role is global in nature but focused and based in a single locationDecisions impact is high and degree of supervision is minimalThis is an IC level Manager with a moderate degree of responsibility and strategic impact on business functionThis position will report directly to the Director of Technical Investigation for GPSProcess and Methodology used to Perform Job:This position will develop strategy, lead collaborative teams and resources to successfully performanceConduct analyses of business needs and identify the application of programs & services required to meet those needsThe position will provide education and professional development guidance to directors, managers, clients and other resources as requiredAdditional Information:May include travel globally dependent on processes, procedures and business analyticsEducation and or Experience:BA or BS Degree is desired but not requiredTSCM Fundamentals Certification by the Interagency Training Center (ITC) is preferredIndustry certifications are preferable but not required (e.g. Network+, Security+, CASP, PenTest)PDTG Technical Security Specialist (TSS) Certification and/or Kestrel Operator Certification is desired but not requiredPractical Experience with Bastille Wireless Intrusion Detection SystemCertified TEMPEST Engineer, or prior experience as a Certified TEMEPEST Technical Authority (CTTA) a
