Job Posting Close Date: 9/12/2025Overview:INTECON, LLC is seeking an experienced Program Manager to lead engineering planning and execution for installation Beddown projects on federally owned infrastructure. The Program Manager will oversee design packages, coordinate milestones, conduct site visits, and manage end-to-end project delivery in accordance with Air Force and DoD requirements.This is an ideal opportunity for a licensed engineer, architect, or project manager with strong leadership skills, federal facilities experience, and a passion for delivering mission-critical infrastructure projects that directly support national defense objectives.Roles and Responsibilities:
- Lead engineering planning for installation Beddown projects on federally owned infrastructure, including preparation and tracking of DD Form 1391s, Statements of Objectives/Work (SOO/SOW), cost estimates, and project packages.
- Coordinate milestones and Gantt charts, conduct on-site visits, and manage solicitations, RFIs, and inspections.
- Ensure compliance with performance thresholds:
- Deliver 35% design completion + documentation within 30 business days (no more than 2 late per quarter).
- Complete technical reviews within 10 business days (no more than 2 late per quarter).
- Produce complete project packages within 40 business days (no more than 2 deficient files per quarter).
- Submit deliverables on time, including:
- Contract Management Plan (within 14 days ARO)
- Quality Control Plan (QCP)
- Monthly Status Reports (by the 5th business day)
- Trip/Meeting Reports (within 5 business days)
- Comply with all applicable engineering Air Force Instructions (AFIs), OPSEC and AT Level I training requirements, and base security protocols for access and CAC issuance.
- Eligible for Base Access/CAC and able to pass Tier-1 Background Investigation.
- Bachelor's degree in Engineering or Architecture from an ABET-accredited college or university.
- Minimum of eight (8) years of experience in engineering design, architectural design, and/or project management for public and/or federal facility projects.
- Demonstrated ability to lead end-to-end planning and execution of design, construction, and installation projects in federal or DoD environments.
- Strong background in engineering documentation, technical reviews, and compliance with federal standards.
- Proficiency in project scheduling, milestone tracking, and technical package development.
- Strong background in Air Force program management or facility-related projects.
- Exceptional organizational, analytical, and problem-solving skills.
- Ability to multi-task, prioritize, and work collaboratively in a fast-paced, team-oriented environment.
- Excellent verbal and written communication skills, with the ability to convey technical concepts to diverse stakeholders.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Project).
- U.S. Citizenship, with the ability to obtain and maintain NACI/CAC eligibility and successfully pass a background check.
- Ability to work onsite at Laughlin AFB and Wizard Auxiliary Airfield.
- Preferred:
- Professional Engineer (PE) licensure or American Institute of Architects (AIA) certification.
- Project Management Professional (PMP) certification.
- Additional certifications or formal training in Air Force, federal, or construction program/project management.
