Job description statements are: intended to describe the general nature and level of work being performed by employees assigned to this job title; not an exhaustive list of all responsibilities, duties, and skills required; and subject to change, as approved by the City Manager.Job SummaryEmployees in this class are under general supervision; may be assigned to any section in accounting department. Work is performed in entry-level bookkeeping tasks and in the maintenance of fiscal records to include some or all of the following as assigned.Examples of work performed: Reviews all invoices for appropriate documentation and approvals prior to payment resolving any discrepancies; codes invoices, enters data into accounting system, balances batches for payment matching checks to invoices; obtains all signatures for checks, mails and distributes checks accordingly; reconciles vendor statements and all credit card invoices, research and correct discrepancies; answers inquiries from vendors and employees; resolves outstanding vendor checks; obtains W-9 information from vendors and maintains accurate 1099 information in the vendor system; prepares 1099's in accordance with IRS regulations and distributes accordingly; responsible for maintaining AP files and a Master Vendor file; assists in month end and fiscal year end closing; receives and counts monies from various city departments and prepares monies for deposit; assists with other projects as needed. Assists in collection of property and business taxes, mails property tax bills and delinquent tax notices, processes new business license applications; imports/exports license information to/from the State; receipts tax payments. issues solicitor, street closure, special events, and other types of permits. Assists taxpayers in applying for and processes property tax relief applications and payments. Processes returned checks and bankruptcy correspondence. Assists in collection of occupancy, wholesale beer/liquor tax, and privilege tax for beer/liquor by processing returns and payments. Prepares bank deposits; verifies bank deposits. Updates City web site. Performs Customer Service work, including the daily utility deposit, maintaining and posting the monthly status report, processing returned checks, preparing utility bank drafts, reconciling utility accounts, maintaining deposit records, and any other related customer service duties as required. Maintains petty cash. Serves as Notary Public.Required Knowledge and AbilitiesKnowledge of accounts payable/receivable.Knowledge of business English and basic accounting principlesKnowledge of IRS 1099 regulationsKnowledge of modem office practices, procedures and equipmentKnowledge of state business and property tax lawsAbility to make arithmetic calculations rapidly and accuratelyAbility to evaluate situations and make decisionsAbility to establish and maintain an effective working relationship with the public and other employeesMust be proficient in Microsoft Excel and WordMust be able to communicate and follow instructions.Must have ability to operate a personal computer, read invoices, and learn Local Government Accounting Software SystemQualificationsThe required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a high school diploma or general education degree (GED). An Associate's degree (A.A.) or equivalent from a two-year college or technical school or two to four years of related experience, or an equivalent combination of education and experience is preferred.Essential FunctionsDuties performed primarily in a stationary position at least 50% of the time in an office environment; Work requires moving about inside the office to access file cabinets, office machinery, etc; inputting data into computers and other office devices; frequently communicating with other employees within the City regarding time sensitive projects, exchanging accurate information in these situations.
