OverviewThe Financial Director III is will provide oversight of accounting and finance at the Vermont Pension Investment Commission (VPIC). investment accountant, investing, accountant, cpa, certified public accountantThe position is responsible for the following:
  • Complex budget development for the Commission that has multi-program costs appropriated to the different funds (VSTRS, VMERS, VSERS), as well as auditing, internal controls, and fiscal operations that are detailed herein.
  • Senior managerial responsibility for the fiscal operations of the $6 billion pension plan system across the multiple-program retirement plans (VSTRS, VMERS, VSERS), that has a complex and large network of consultants, over 25 different multi-billion dollar investment firms across 64 contracts, other State Agencies (Auditor, Treasurer, among others), Legislature, global organizations, regulatory bodies (SEC, GASB, among others), and the custodian bank that holds the billions in assets and executes the millions in directed trades.
  • Reporting for the annual State audit on the investment of the pension system.
  • Monthly reconciliation and compilation and analysis of all complex fiscal data including valuations, trades, and performance.
  • Management of the department level internal control systems.
  • Posting, balancing, and reconciling accounting records for over 1,200 investment positions monthly, and more than 100 trades annually totaling around $400+ million annually, and investment performance statements and costs monthly.
  • Directs fiscal office processes and procedures.
  • Performs maintenance of accounting and financial records such as budgeting, payroll, and auditing.
  • Analysis and distribution of multi-investment plan costs to appropriate funds.
The position will be the principal advisor for the Commission to the Office of the State Treasurer on matters related to the Annual Comprehensive Financial Report (ACFR) and other financial reports required of the Treasurer's Office on behalf of the Commission. The risk of error is substantial to the health of the $6 billion Vermont Retirement System. You must apply online to be considered.Environmental FactorsWork is performed in a standard office setting.Minimum QualificationsMaster's degree in accounting, business or public administration or a related field AND three (3) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.ORBachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and four (4) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.ORAssociate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.ORHigh School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.OROne (1) year or more of experience as a Financial Director II with the State of Vermont.Preferred QualificationsPreference may be given to applicants with experience managing large fiscal operations.Special RequirementsFor some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.Total CompensationAs a State employee you are offered a great career opportunity, but it's more than a paycheck.
