City of Jacksonville employees are also eligible for Federal Student Loan Forgiveness after ten (10) years of public service and on-time payments.This position reports to the Chief of Real Estate and is responsible for real estate transactions including the acquisition, disposition, leasing, and general conveyance of real property.Examples of Work
  • Serves as a primary point of contact for the City's real estate activities.
  • Acts as Real Estate Project Manager providing oversight and coordination of complicated projects with durations ranging from months to years.
  • Establishes priorities, identifies processes and performs high level problem solving/troubleshooting with respect to all projects.
  • Pursues, manages, and performs real property transactions. Tasks include coordinating with customer departments on requirements and real estate criteria; identifying and researching real property; performing, procuring and interpreting due diligence (surveys, environmental assessments, appraisals, etc.); contacting and working with property owner(s) or buyer(s) (may require working outside normal working hours); developing and negotiating terms and conditions of real estate contracts; managing and overseeing contractors and consultants who perform work; coordinating and collaborating with the City's Legal Department on real estate contracts; preparing written reports for various agencies.
  • Coordinates with the Florida Department of Transportation on real estate and right-of-way matters.
  • Manages leases, including cell tower leases, and compels compliance of lease terms with tenants.
  • Manages requests to close City rights-of-way and easements. Reviews construction plans to ascertain easement, right-of-way, land needs, and determine the effects on other land.
  • Research plats, deeds, easements, titles, ordinances, and drafts and reviews legal descriptions.
  • Plans, organizes, directs, and controls the disposal of City property in compliance with City code.
  • Provides information to various City Departments, City Council, governmental agencies, and the general public.
  • Research special topics, projects, and problems; presents reports on findings and makes recommendations.
  • Attends meetings to provide information and represent the Chief of Real Estate in important real estate matters.
  • Operates a vehicle and standard office equipment such as personal computer, copier, microfiche, tape measure, compass, protractor, and scale.
  • Performs related work as required.
Open Requirements/Supplemental Information
  • Six (6) years of education and/or professional experience in real estate.
  • Experience may include work in a real estate related field including such as a real estate law firm, a title company, or work as a commercial real estate agent, commercial broker, commercial leasing manager, or as an appraiser or comparable position.
  • College level coursework may be substituted for up to three years of the required experience on the basis of twelve (12) semester hours of real estate and related courses for one (1) year of experience.
LICENSING/CERTIFICATION/REGISTRATION:
  • A valid driver's license is required prior to appointment and must be maintained.
  • Must qualify for prior to appointment, obtain and maintain during employment a City of Jacksonville Certification as a Public Driver.
