Description of Work~RECRUITMENT RANGE: $50,000 - $52,711/NC08~The mission of the North Carolina Community College System is to open the door to opportunity for individuals seeking to improve their lives and well-being by providing education, training, and retraining for the workforce, including basic skills and literacy education, occupational and pre-baccalaureate programs; support for economic development through services to business and industry; and services to communities and individuals which improve the quality of life.DESCRIPTION OF WORK: The Federal Programs Performance and Accountability Specialist is responsible for administrative and business services support for the Federal Programs section. The position will interact with internal and external clients, interpret and implement systems guidelines and procedures, resolve problems, assist with program ticket resolutions, manage special projects, support program activities, and provide business services support to the unit.
  • Deliver technical assistance, training, and consulting to stakeholders; develop and maintain training materials and modules.
  • Manage content for websites and learning management systems; serve as a key contact for data collection and assessment guidance.
  • Coordinate data analysis to identify needs and support improvement planning, gap analysis, and compliance.
  • Perform administrative and business services processes for the section.
  • Generate and analyze reports using ADVANSYS, Power BI, and Tableau to identify trends and support monitoring.
  • Create data visualizations and presentations; assist with performance reporting and grant award calculations.
  • Maintain system operations, update the NRS data dictionary, and revise intake forms to align with federal requirements.
Knowledge, Skills and Abilities / Competencies(Management Preferences)
  • Proficient in data analysis, visualization, and reporting using business intelligence tools.
  • Experience in developing and delivering technical assistance and training materials.
  • Effective written and verbal communication for diverse audiences.
  • Strong organizational and project management skills, including content curation and publication.
  • Understand of Education Department General Administrative Regulations (EDGAR) and Uniform Grants Guidance (UGG).
