- PFC Application Management - Functions as the lead staff member developing PFC applications (new, amendment, closeout). Functions as the lead staff member managing the PFC application coordination process across internal departments within the Airport and with the Airport’s financial consultant. Assists with preparation for the airline consultation process. During times when an application process is not active, incumbent will redistribute their efforts across the other listed duties.
- Program Maintenance and Adjustments - Monitor the charge expiration date, analyze the rate of collection and advise on whether collection rates are occurring faster, on time, or slower than anticipated in the approved application. Track, compile, document, and advise on changes to project dollars or scope that would require submitting a PFC amendment for programmatic financial authorization adjustments subject to FAA approval.
- Financial Reconciliation - Perform complex financial reconciliations. This includes the PFC Debt Reconciliation wherein determine eligible PFC payments related to projects initially funded with PFC backed bonds by project by year. This would include utilizing data sources such as official statements, planned vs actual expenditures, Airport Cash Flow, Capital Improvement Plan (CIP) and debt refunding transactions. These data sources will need to be used to create and maintain a by project by issuance reconciliation model to inform PFC amendments and ultimately PFC application closures. Synthesize and queue this information to prepare for PFC application amendments and closeouts.
- Financial Forecasting - Assists the Airport Finance management team with capital funding analysis. Perform independent financial analysis in a lead role as it pertains to PFC forecasting and financial modeling.
- Reporting, Auditing, and Compliance - Prepares the various required PFC periodic reports. Manages the FAA SOAR reporting process. Acts as a lead in the annual PFC audit. Ensures compliance with PFC regulations as a continuing condition of receiving continued PFC funding including developing a subject matter expertise on policies and procedures governing the PFC program and staying abreast of regulatory changes and their impact on the program.
- Oversight of Bonding Process - Assists the Airport’s consultants with creation and review of documents when the Airport goes to bond. This includes gathering internal support, creating diagrams, and reviewing the bonding documents for verbiage.

- Bachelor’s degree in business, Finance, Accounting, Economics, Statistics, or other related field.
- At least One (1) year of experience in Financial Analysis, Accounting, Finance, Business.
- Incumbent should be a self-starter and must take initiative to learn and grow in the position.
- Incumbent will be expected to acquire within a reasonable time period once on the job a substantial understanding of Federal PFC Regulations so to become a subject matter expert in all matters PFC.
- Incumbent will be expected to acquire within a reasonable time period once on the job to develop an understanding of the FAA AIP.
- The Airport is not expecting a new incoming incumbent to have prior knowledge of the PFC program and regulatory framework. The Airport is seeking an analytically curious, financially oriented, problem solver, and self-starter with the initiative to learn and quickly become a subject matter expert in the FAA PFC Program. The PFC Program Coordinator is expected to be capable, while under general mgmt. supervision, of independent program management that requires analytical and financial acumen. The position is responsible for the PFC program.
