As the Assistant Director for Facility Professional Services, you will provide vision, leadership, and strategic direction for a division with statewide responsibility for managing and supporting public works projects for state agencies and community and technical colleges. Reporting to the Chief Operations Officer, you will lead a team of over 100 staff in delivering expert services in capital construction, facility planning, energy conservation, contracting, and project management. In this role, you will oversee policy development, guide program managers, and collaborate with stakeholders-including agency leadership, the Legislature, contractors, and the public-to ensure the successful planning, design, construction, and renovation of facilities across Washington. You will also provide statewide leadership in public works best practices, ensuring that the division's expertise and resources align with the Department of Enterprise Services' mission and strategic goals.DutiesSome of What You'll Enjoy Doing Includes:
  • Lead delivery of a biennial capital program with 500+ projects valued at $825M+.
  • Serve on the DES Leadership Team and represent the agency with public, private, and government stakeholders.
  • Shape legislation, policies, and statewide standards for public facility planning, design, and construction.
  • Advise the Governor's Office, Legislature, OFM, and client agencies on budget and capital program issues.
  • Provide expert guidance on fee schedules, budget instructions, and statewide capital program priorities.
  • Resolve conflicts, claims, and disputes using advanced management and project delivery expertise.
  • Manage fiscal resources from appropriations, interagency agreements, and federal funding.
  • Advance workforce and social goals, including support for minority- and women-owned businesses.
  • Foster a customer-focused, inclusive, and diverse organizational culture.
  • Anticipate and address emerging issues to strengthen statewide facility management policies.
  • Lead development of FPS strategic and business plans aligned with DES mission and goals.
  • Build and maintain collaborative partnerships with elected officials, agencies, businesses, and communities.
Work Environment
  • Setting: Office environment in Olympia, WA, with minimal in-state travel to meet with agency leaders, employees, and external stakeholders.
  • Schedule: Full-time, typically Monday through Friday, with flexible scheduling and occasional overtime to meet business needs.

QualificationsRequired Qualifications
  • 10 years of experience leading professional teams in a public works/contract environment OR a bachelor's degree in Business, Engineering, Architecture, Construction Management, or related field or equivalent experience AND 6 years of experience leading professional teams in a public works/contract environment.
  • NOTE: This experience must include the understanding of public works laws and public works project management, as well as demonstrated awareness and ability to implement innovative processes and methodologies to promote diverse business utilization, implementing public works diversity, and promoting inclusion.
  • Expert knowledge of engineering and architectural project management, including planning, budgeting, design, construction, and state statutes affecting public works and contracting.
  • Strong technical and administrative expertise in strategic planning, construction management, budget development, contract management, ADA compliance, and state/federal regulations.
  • Skilled in consultation, research, analysis, and communication-able to advise leaders, synthesize data, and deliver clear written and oral presentations to diverse audiences.
  • Experienced in program and policy development, stakeholder engagement, training, and creating tools and strategies to meet organizational and client needs.
  • Proven leadership in performance management, employee development, problem-solving, and fostering a culture of accountability and innovation.
  • In-depth knowledge of state government mandates, facility and master planning, architecture, engineering, building systems, energy, and capital project planning and evaluation.
Preferred Qualifications
  • Washington State License of Engineering or Architecture.
  • Knowledge of DES/FPS mission with experience advising executive and senior policy makers.
  • Skilled in legislative analysis, political processes, and assessing organizational impacts.
  • Experienced in mediation, dispute resolution, and performance management practices.
