Description and FunctionsOpen Until FilledGENERAL DESCRIPTION:Assist District Traffic Engineer and District Traffic operations in Rock Springs with the coordination of activities, equipment, and manpower to complete District access permitting, traffic studies, signing, and striping in a timely and efficient manner within the established budget. Communicate with department branches, governmental agencies, contractors, and the general public regarding traffic operations and issues.

Rock Springs is the 5th largest city in Wyoming and is known for outdoor activities such as fishing, biking, hiking, and golfing as well as activities at the nearby Flaming Gorge National Recreation Area.   • May travel extensively in the field to collect traffic data, site visits, sign inventory, and other traffic-related items for the district.
  • Using WYDOT policy and applicable state statutes, this position will administer WYDOT access applications and permits.
  • Works closely with local maintenance foremen and area maintenance supervisors to track and document access permits through the construction phase and final acceptance.
  • Maintains the access database.
  • Performs various traffic studies in accordance with MUTCD and WYDOT standards. Studies include speed studies, intersection turning movement studies, school, and pedestrian studies, etc.
  • Analyzes collected traffic data and makes recommendations to the District Traffic Engineer for further action.
  • Using past history and future needs prepares the fiscal year budget for the District Traffic program, which includes labor, equipment, materials, training, travel, and overhead. Uses PeopleSoft and Agile Assets software to prepare and submit the budget.
  • Monitors and prepares budget reports throughout the fiscal year for the District Traffic program.
  • Assists the District Traffic crew in various tasks to assist in their productivity
  • Promote teamwork and a positive workplace.
  • Submits and maintains sign requisitions in coordination with District maintenance and traffic crews.
  • Orders and maintains the District's annual paint and bead shipments.
QualificationsKNOWLEDGE:
  • Knowledgeable in principles, concepts, and current practices of management, including bidding and purchasing practices, accounting, maintenance operations, traffic operations, and budgeting.
  • Extensive knowledge of computer operations, software functionality, and integration to include Word processing, spreadsheets, databases, Google collaboration files, internet information gathering, designing, and web-based integrated ERP linear asset management and financial reporting systems (Agile Assets & PeopleSoft).
  • Possesses the skills needed to successfully communicate both orally and in writing to those within and outside the department in a clear and concise manner.
  • Skilled in evaluation, decision-making, work leadership, and management, including estimating materials, manpower, and equipment needs.
  • Utilizes basic engineering and accounting calculations and techniques with the ability to make accurate computations using personal computers, calculators, handheld GPS units, and various vehicle-mounted data-gathering devices relating to highway budgeting, planning, construction, and design concepts.
  • Knowledge of Safe Work Procedures with OSHA compliance.
  • Displays self-motivation, direction, and independent judgment in determining work methods.
  • Effectively and professionally deals with conflict and controversial issues.
  • Knowledge of MUTCD and WYDOT Traffic Manuals & Procedures is a plus.
MINIMUM QUALIFICATIONS:Education:
Bachelor's Degree (typically in Transportation Occupational Groups)Experience:
0-3 years of progressive work experience (typically in Transportation Occupational Groups) with acquired knowledge at the level of a(n) Staff Technician IIOREducation & Experience Substitution:

Agency may require Class A Commercial Driver's LicenseNecessary Special RequirementsPHYSICAL WORKING CONDITIONS:
  • May travel extensively.
  • This position requires district-wide travel, which may include overnight stays.
  • May work in all weather conditions within WYDOT's Right-of-Way
