AKBCU: No ICPA: YesGeneral Functions:The Disability Employment Services Case Manager provides specialized case management for Alaska Native and American Indian participants with disabilities in TANF, General Assistance, Disability Employment Services, and 477 programs within the CITC service area. This position identifies participants' strengths and skills while solving and overcoming challenges and barriers including personal, vocational, work, and family issues. Working in partnership with our people, the Case Manager develops opportunities that fulfill our endless potential by advocating for participants, coordinating vocational rehabilitation services, and developing Individualized Plans for Employment. The role requires extensive knowledge of disability services, vocational rehabilitation processes, and dedication to helping participants achieve self-sufficiency through informed choices.Duties and Responsibilities:
  • Maintain an active caseload of Disability Services cases and Cash Assistance cases as assigned, providing comprehensive case management services.
  • Conduct orientation sessions for the Disability Employment Services program, explaining eligibility criteria and services to potential participants with disabilities.
  • Collect all required DES documentation and determine eligibility for each potential participant according to federal and state regulations.
  • Develop Individualized Plans for Employment (IPE) jointly with each participant, ensuring plans reflect informed choices about vocational and rehabilitation services.
  • Conduct assessments and evaluations for DES participants to determine eligibility and appropriate services as outlined in the IPE.
  • Coordinate delivery of program services with Alaska Division of Vocational Rehabilitation and other social services agencies to maximize service availability.
  • Provide one-on-one coaching and guidance in job search strategies, life management skills, and problem-solving support to prevent job loss.
  • Document all participant interactions, progress, and outcomes in appropriate databases including case notes, expenditure records, monthly status changes, and IPE services summaries.
  • Conduct home and worksite visits to assess participant progress and provide support in their natural environments.
  • Participate in Integrated Case Management meetings to coordinate services with internal and external agencies.
  • Develop and maintain comprehensive knowledge base on community resources to assist participants in achieving vocational goals.
  • Exercise initiative in identifying community and individual needs for services, assisting in research and development of culturally appropriate resources.
  • Assist with management of CIRI region village caseloads as needed to ensure service coverage.
  • Maintain strict confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as needed and assigned.

  • Excellent verbal and written communication skills with ability to interact effectively with participants with disabilities.
  • Strong organizational and time management skills with demonstrated ability to coordinate multiple activities.
  • Demonstrated ability to handle crisis situations and make sound judgments under pressure.
  • Knowledge of area Labor Market trends and current vocational opportunities for individuals with disabilities.
  • Working knowledge of motivational interviewing techniques and strength-based approaches.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
  • Demonstrated working knowledge of the social, economic, and cultural strengths and issues of the service population.
  • Ability to work independently with minimal supervision while maintaining team collaboration.
  • Willingness to work with participants in various settings including home, community, and office environments.
  • Familiarity with the Vocational Rehabilitation process and numerical status system for monitoring client progress.

  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Bachelor's degree in Human Services, Counseling, Social Work, or related field. Relevant work experience may substitute for education requirement on a year-for-year basis.
  • Two (2) years of experience in Vocational Rehabilitation or closely related field.
  • Knowledge of federal and state laws, rules, and regulations governing vocational rehabilitation required under AAC 54.600-630, Title VI of the Civil Rights Act of 1964 as amended, the Rehabilitation Act of 1973 as amended in 1992, and the Americans with Disabilities Act of 1990.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
  • SOAR certification or willingness to obtain within 6 months from date of hire.
Preferred Qualifications:
  • Master's degree in Human Services, Counseling, Social Work, or related field.
  • Experience in social services or non-profit settings.
  • TANF, GA, or State/Federal grant experience.
  • Experience working with Alaska Native and American Indian populations with working knowledge of their values and belief systems.
  • Ability to provide culturally competent services.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
