JOB SUMMARY: Under limited supervision, performs difficult administrative work in managing the bidding process for a variety of construction projects and related work as apparent or assigned. Work is performed under the general direction of the Purchasing and Contracts Director.
DUTIES & RESPONSIBILITIES
General Duties and Responsibilities
1. Manage entire bidding process from advertisement to award for assigned projects (primarily formal and information construction).
2. Interact with potential bidders/vendors in person, by phone and by email.
3. Create bid schedules, update bidder’s lists and prepare bid documents for electronic disbursement to potential bidders.
4. Review specifications to ensure they are non-restrictive of competition.
5. Provide direction to department staff related to purchasing policies, applicable laws and related information.
6. Host in-person and virtual pre-bid conferences and receive bidder questions and issue addenda.
7. Issue RFQs for professional services and RFPs for general services, and support department during evaluation and award process.
8. Open and evaluate bids, create bid tabulations, make recommendation of award.
9. Prepare monthly board agenda items and manage contract administration.
10. Issue purchase orders and maintain/archive bid and contract agreement files.
