Nature of WorkUnder general supervision, performs work of moderate difficulty in right-of-way acquisition; performs related duties as assigned.Typical Duties(Illustrative Only)
  • Negotiates with property owners and public officials to secure acquisition of right-of-way for roads and easements, utility lines, pipelines, drainage, or other purposes
  • Examines public records to determine ownership and property rights of affected properties
  • Orders and reviews title reports, appraisals, title insurance and legal descriptions
  • Coordinates and manages the condemnation of property actions
  • Coordinates and manages property acquisition in accordance with the Uniform Act and eminent domain laws, regulations and best practices.
  • Interprets policy regarding terms and compensation for permits and easements
  • Arranges for the modification or release of existing agreements
  • Represents the County on right-of-way issues with outside agencies, other departments, commercial interests, and the public
  • Prepares legal documents for the conveyance of easement and right of way transfers to the County
  • Prepares documents related to public right of way property abandonment
  • Prepares and maintains records and reports
  • Performs other duties as assigned
Essential functions include but not limited to: driving; prolonged sitting for regular office duties; working with and around other co-workers; working alone; repetitive motion of hand, wrist, elbow and shoulder; visual acuity (near and far), color vision, filing and computer work; hearing and speech for ordinary conversation with co-workers; finger dexterity/ touch for computer work. Environmental factors include most work being conducted inside with occasional errands and deliveries requiring outside work. Exposure to office noise.Minimum QualificationsFive years experience working with real property records; ORAssociates degree in a related field and four years experience working in real property records; ORBachelors degree in a related field and three years experience working in real property records; ORany equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.ADDITIONAL REQUIREMENTS:Must complete the ADOT right of way acquisition course within one year of employment and complete and the right-of-way certification course from the International Right of Way Association (IRWA) within eighteen (18) months of employment.This position is non-exempt from overtime.This position is safety sensitive. The ideal candidate for this position is a detail-oriented individual with strong interpersonal skills in the areas of communication and customer service who can represent Coconino County on Right of Way issues. They will have strong organizational skills and know the importance of documentation. They will have a thorough understanding of the laws and regulations pertaining to real estate acquisition and an ability to analyze and interpret legal land descriptions and property conveyance documents.Preferred Qualifications: Understanding of laws and regulations governing right of way acquisition, communication skills, organizational and record keeping, land record research, analysis, and interpretation, Credentials and certifications, Legal document preparation, Computer applications including word, excel and ArcGIS.Knowledge, Skills and Abilities
  • Considerable knowledge of:
- Principles, practices, and techniques of right-of-way acquisition
- Federal, state, and local laws and the regulations pertaining to real estate acquisition and appraisal
- Public land records system
- Property law, including the U.S. Rectangular Survey System
- Land use ordinances and regulations
- Property appraisal techniques and fair market value determinations
- Legal documents affecting the transfer, sale and lease of real property
  • Working knowledge of:
- Governmental organization and interrelationships
- Analysis and interpretation of data
- Computer applications including GIS software
  • Ability to:
- Represent the County on right-of-way issues with other governmental entities, commercial interests and the public
- Conduct research, evaluate various data, and present facts and recommendations clearly in written, and oral form
- Establish and maintain effective working relationships with employees, other agencies, representatives of commercial interests and the public
- Work safely and support the culture of workplace safety
- Follow written and verbal instructions
