In this position, the candidate is responsible for a subset of the Submarine Communications portfolio execution supporting the C6ISR Undersea Warfare (USW) line of business. The Submarine Communications portfolio includes a wide variety of products and production lines for both domestic and international customers including OE-538, BCA5000, Bouyant Wire Antennas (BWAs), Auxilary Wire Antennas (AWAs), International Aftermarket support and more.The candidate will be expected to be the primary interface to government and international Program Management Office's (PMO) and Technical Authority while ensuring the program effort is managed and meets management, technical, and cost defined targets. The PM will need to keep the needs of the customer in mind while developing strategic planning to ensure program performance and solidify and capture future business. The candidate will need experience with contracts, subcontractors, be able to lead proposals for new and upcoming work. Experience with leading efforts that include full rate production programs, research and development, system qualification and then successfully transitioning this effort from development to steady state production. The candidate will need experience with Risk and Opportunity Management, exploitation of opportunities and the mitigation of risks. The ability to lead a diverse team to solve complex technical issues and maintain a full rate production line.Responsibilities:
  • Manage a subset of the Submarine Communications portfolio, ensuring program execution in support of the C6ISR Undersea Warfare (USW) line of business.
  • Serve as the primary interface to government and international Program Management Offices (PMO) and Technical Authorities.
  • Manage programs to meet management, technical, and cost defined targets.
  • Develop strategic plans to ensure program performance and capture future business.
  • Lead contract negotiations, subcontractor management, and proposal development for new and upcoming work.
  • Manage full rate production programs, research and development, system qualification, and the transition from development to steady state production.
  • Implement Risk and Opportunity Management strategies, including the exploitation of opportunities and mitigation of risks.
  • Lead diverse teams to solve complex technical issues and maintain a full rate production line.
#RMSPMBasic Qualifications
  • Technical skills sufficient to lead programs associated with the USW line of business
  • Existing SECRET clearance or the ability to obtain one
  • Experience with full rate production
  • Experience with the hardware development programs and development of test sets
  • Manage cost, schedule, and technical baselines
  • Capable of managing, developing, and submitting proposals
  • Certified Cost Account Manager (CAM), program scheduling, Earned Value Measurement (EVM) experience with Comprehensive Estimate at Completion (CEAC) analysis and reporting
Desired skills
  • Experience with cost, schedule, and technical baselines for a large full rate production program
  • Experience with bringing products from development, through engineering test, first article test, and production while balancing schedule, budget, and technical pressures
  • Experience with the US Navy NAVSEA Program Executive Offices (PEOs)
  • Experience working with Naval Undersea Warfare Center (NUWC)
  • Bachelor's degree with 8+ years of professional experience; or 6 years' experience with a Master's degree
  • Experience with Contractor Performance Assessment Reporting System (CPARS)
  • Experience working with difficult vendors
