- Collaborating with FDLE program areas and vendors to provide consultation, direction, technical and administrative assistance throughout the formal and informal procurement process and contract development, while interpreting statute, rule, policies and procedures to identify, adopt, and implement best practices, and ensure accuracy and completeness;
- Managing assigned contracts and agreements which include the oversight and enforcement of contractual terms and conditions, developing, reviewing, and processing agreements, and amendments;
- Investigating, assessing, and making recommendations to resolve issues and problems presented by FDLE Program Areas, General Counsel, other state agencies and vendors as they relate to procurement and contract development;
- Assisting in writing complex technical specifications, performance requirements, and evaluation methodologies used in the formal and informal solicitation processes;
- Staying abreast of all law or rule changes regarding procurement and contract requirements and maintains and applies a thorough understanding of State procurement policies, procedures, rules, and Florida Statutes;
- Preparing and posting formal competitive solicitations, single sources, and other notices utilizing the statewide MyFloridaMarketPlace Vendor Information Portal (VIP);
- Scheduling, facilitating, and attending public meetings as required; coordinating and scheduling procurement related meetings as needed/required; reviewing formal competitive solicitations to ensure administrative compliance;
- Entering contracts and contract images into the Florida Accountability Tracking System (FACTS) within 20 calendar days after executing a contract or an amendment (including renewal, termination, or extension) and any other requirements per Section 215.985 (14), F.S;
- Utilizing the statewide automated system MyFloridaMarketPlace (MFMP) Ariba On Demand (AOD) to issue or approve requisitions for contractual services over $35,000 (Category Two); and
- Maintaining electronic contract files and hard files to ensure all documentation is kept up to date. This documentation can include contracts, amendments, renewals, extensions, insurance, noted deficiencies, etc.
- Knowledge of the principles and practices of government purchasing, contract governance, negotiation, administration, and management;
- Knowledge of Florida Statutes, Chapters 119, 287, 215 (and any other applicable to contracts), Florida Administrative Code and policies and procedures related to contracts;
- Knowledge in developing bid specifications, scopes of work, and advertisements to conduct competitive solicitations for the procurement of goods/services;
- Knowledge of methods of data collection and analysis; and the ability to organize data into logical format for presentation in reports, documents, and other written materials;
- Knowledge of computer systems and internal control concepts, to include: the Florida Accountability Contract Tracking System (FACTS), MyFloridaMarketPlace (MFMP) Ariba on Demand (AOD) and Vendor Information Portal (VIP), and Microsoft applications (i.e. Excel, Word, PowerPoint, etc.);
- Proficient skills with Microsoft applications;
- Ability to demonstrate adaptability and flexibility in handling multiple tasks; and the ability to plan, organize, and coordinate work assignments;
- Ability to use problem solving techniques and maintain appropriate records;
- Ability to work independently or as part of a team, be detail oriented, and demonstrate outstanding customer service skills; and
- Ability to collect, evaluate and analyze data to develop alternative recommendations, relating to the improvement of operational practices.
- A current Florida Certified Contract Manager (FCCM), Florida Certified Contract Negotiator (FCCN), or Project Management Professional (PMP) certification. Attach a copy of the certificate to your application/candidate profile before submitting your application or provide upon request.
- Working knowledge and experience using MyFloridaMarketPlace (MFMP) applications (i.e., AOD-NextGen, Buyer, Vendor Information Portal, etc.).
- Formal and informal procurement experience with a Private entity or Government Agency.
- Contract or Grant Management experience with any State of Florida Government Agency.
- Experience working on procurements for a State of Florida Government Agency.
