  • Bachelor’s degree from a recognized, accredited college or university; Master’s degree preferred;
  • Valid Texas administrative certification, preferred;
  • Valid Texas teacher certification, preferred;
  • Five (5) years of successful administrative experience or an equivalent amount of human resource management experience in the private sector;
  • Knowledge of the state certification/credential requirements of public school staff, wage, salary, and compensation programs;
  • Knowledge of employment Chapter 21 and state and federal employment laws;
  • Knowledge of implementation and management of electronic data management systems; and
  • Strong oral and written communication, public relations and interpersonal skills.
TERMS OF EMPLOYMENT:Annual Contract: 250 daysSALARY:$89,936 (BA 6)Salary Range (based on experience) as set by the Board of Trustees for the school year.ESSENTIAL FUNCTIONS:
  • Lead the issuance and renewal of state certificates, permits, and local District of Innovation (DOI) permits for professional employees. Ensure full compliance with federal and state regulations and provide regular updates to the Board of Trustees.
  • Serve as the district’s subject matter expert on educator certification. Ensure district-wide compliance with all federal and state laws, including documentation, permit issuance, and reporting requirements.
  • Calculate, code, and oversee teacher compensation—including salaries and stipends—in alignment with the state salary schedule and district compensation plan.
  • Review, maintain, and enhance department onboarding workflows, policies, and procedures to ensure compliance, efficiency, and alignment with organizational goals.
  • Collaborate with Talent Management and Curriculum departments to develop and sustain recruitment, retention, and certification pathways for uncertified teachers, including test preparation and professional development opportunities.
  • Foster strong communication with campus principals through quarterly newsletters, meetings, and site visits to ensure alignment with district priorities and initiatives.
  • Support recruitment efforts to strengthen the teacher pipeline and ensure the district attracts and retains high-quality educators.
  • Assist with the administration and accuracy of employment contracts for all Chapter 21 employees, ensuring timely issuance and legal compliance.
  • Assist with the coordination of the district’s leave program, including FML, temporary disability, and Sick Leave Bank.
  • Lead the monitoring, approval, and tracking of assault leave cases, ensuring consistent and equitable application of district policies.
  • Implement policies as established by federal and state laws, State Board of Education rules, and local board policy within the assigned area.
  • Coordinate the TEA-mandated Principal Survey to assess the effectiveness of educator preparation programs in supporting first-year teacher success.
  • Assist in evaluating the performance of department staff to ensure operational effectiveness and continuous improvement.
  • Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.
  • Perform other duties as assigned by the Assistant Superintendent for Human Resources and Human Resources Director.
  • Demonstrate regular and reliable attendance.
