SummitET is seeking a Mid-Level Biological Policy Analyst with SECRET clearance to assist policy analysis and implementation and advise on programmatic initiatives in line with the responsibilities of the Office of the Biological Policy Staff (BPS) within the U.S. Department of State onsite in the Washington, DC region.**Position is contingent upon contract award**Location: U.S. Department of State onsite in the Washington, DC region.Duties:
  • Assist policy analysis and implementation related to, inter alia, biological weapons nonproliferation, biodefense, and bio-incident preparedness and response. This includes preparing, maintaining, and revising policy and implementation documents, working with Department of State and jointly with interagency equity-holders, as necessary.
  • Assist with interagency coordination, including on topics related to preventing biological weapons, biodefense, preparedness and response, and others.
  • Advise on programmatic initiatives in line with BPS responsibilities. Work with DOS offices, interagency partners, and others to support specific projects and initiatives, including capacity building projects or multilateral forums, through the design, implementation, and analysis of projects of relevance to BPS.
  • Assist in implementing the United States annual confidence-building measures report to the Biological Weapons Convention. Coordinate with and include USG subject matter experts from relevant D/As, as appropriate, and develop schedules and plans to achieve this task.
  • Plan, organize, and conduct analyses and studies to inform policies and actions relevant to BPS. Such analyses can inform, inter alia, policy positions related to the Biological Weapons Convention and can include historical and other technical aspects.
  • Assist BPS in preparations, deliverables, and participation in domestic or international meetings, conferences, exercises and/or workshops relevant to BPS, including but not limited to diplomatic meetings of the Biological Weapons Convention. This includes policy coordination, delegation assistance, and participation in relevant meetings.
  • Assist BPS in carrying out its mission within the Bureau, Department, and wider interagency, including through organizational and logistics assistance.
  • The candidate will be expected to complete moderate travel (5-10%) as part of job duties.
Required Qualifications:
  • A.S. or B.S. degree with two or more years of experience in nonproliferation, R/N security or terrorism-related field and two or more years of project management experience, including experience in international project planning and implementation.
  • Broad knowledge and experience with issues related to non-proliferation, international affairs, or CBRN terrorism and counter-terrorism matters.
Security Requirements: Secret clearance required with ability to obtain Top Secret with SCI
  • Must successfully pass pre-employment background and drug screening
