SummaryThis exciting new position at the City of Tualatin will report directly to the City Manager and will be responsible for successful implementation of the newly adopted Tualatin Community Climate Action Plan, which is a priority focus for the Tualatin City Council.In this pivotal role, you will work both independently and collaboratively to lead, coordinate, and implement an array of projects, programs, strategies, actions, and initiatives specifically crafted to combat greenhouse gas emissions and bolster community resilience.Working closely with various City departments, public leaders, regional partners, and dedicated community members, you will forge strong partnerships that will drive impactful actions capable of making a lasting difference in our community.The ideal candidate for this role possesses exceptional communication skills, strategic foresight, and practical planning abilities. The person should have some subject matter expertise in one or more aspects related to addressing global climate change, reducing greenhouse gas emissions, and enhancing community resilience. In addition, the Climate Action Program Manager must posses a natural ability to cultivate positive work relationships among individuals with diverse advocacy interests and personal viewpoints. Success in this position hinges on strong collaboration and problem-solving abilities, adeptness at managing multiple priorities and deadlines, understanding how to apply principles of change management, comfort in a high visibility environment, and the capacity to navigate between strategic planning and technical details.As the Climate Action Program Manager you will be encouraged to attend conferences, workshops, seminars, and training programs. A flexible work schedule (hybrid and/or alternative schedule) is available for this position.Essential Duties and ResponsibilitiesAlthough the incumbent will be responsible for the full list of duties in the classification description, below are the primary duties this position will perform.
  • Serve as the principal City staff member entrusted with the overall responsibility of implementing the Tualatin Community Climate Action Plan.
  • Foster partnerships and act as the City's representative for climate action, collaborating with government agencies, advocacy groups, and community organizations.
  • Establish and implement effective metrics to measure and track the success of climate action programs and projects. Monitor and evaluate the City's progress towards achieving its goals.
  • Working with consultants and the organization, develop a 5-year prioritized work plan complete with metrics and success factors.
  • Monitor and track dedicated revenues and expenditures associated with the Climate Action program.
  • Evaluate, develop, and enhance City policies, procedures, and regulations to align with and support the Climate Action Plan. Stay current with federal, state, and local regulations and guidance relevant to climate action.
  • Lead and coordinate cross-departmental teams to implement and advance organization-wide climate and resiliency initiatives.
  • Develop and administer consultant contracts and grant applications in support of the Climate Action Plan strategies and programs.
  • Skillfully facilitate meetings, workshops, open houses, and other public gatherings to engage the community and advance the implementation of the strategies and actions outlined in the Climate Action Plan.
  • Plan, create, and implement community engagement and education programs promoting actions that reduce greenhouse emissions and enhance community resiliency.
  • Prepare informative summaries, fact sheets, presentations, and reports that are easily understandable and engaging to diverse audiences.
  • Regularly provide updates to City leadership and the City Council, ensuring they remain informed about the ongoing efforts and outcomes related to the Tualatin Community Climate Action Plan.

General understanding of the procedures of the Climate Action Plan, including an understanding as it relates to the Cityorganization asa whole.Communication Skills: Requires a sophisticated knowledge of verbal skills and composition and presentation techniques. Expertise around facilitation and coordination skills (verbal, written, in person) between stakeholders. Experience with government and an understanding of governmental policies, structure, and politics would benefit this role. Ability to work with and relate to divergent constituencies. Ability to be flexible, open-minded, and highly adaptable to change. Ability to work under pressure and handle stressful situations with minimal supervision.Leadership Skills: Possess creative abilities, excellent team building skills and the ability to be self-motivated and maintain a positive outlook. Ability to work independently and exercise good judgement, prioritize workload and meet deadlines, set goals, organize, and plan and coordinate projects. Ability to read, understand, interpret and apply applicable procedures, laws, and technical documents. Ability to proofread material rapidly and accurately. Ability to establish and maintain effective working relationships with employees, officials and the general public. Ability to exercise resourcefulness, tact and perspective in developing solutions and new techniques.EDUCATION and/or EXPERIENCE: Bachelor's degree from an accredited college or university in Environmental Science, Environmental Studies, Environmental Policy, Sustainability, Energy Studies, Civil or Environmental Engineering, Public Administration, Public Policy, or a related field, and a minimum three years of experience in positions that include program or project management, or any combination of experience and training that demonstrates a thorough knowledge of climate change, greenhouse gas reduction strategies, and principles of improving community resilience.Possession of additional specialized knowledge, skills and abilities pertinent to climate action plan implementation, knowledge of change management; ability to facilitate public input processes and public meetings; ability to coordinate and resolve conflicting points of view to obtain successful outcomes; ability to research legal issues, draft and present recommendations to the department team.Ability to provide effective leadership and coordination in developing solutions and recommending new techniques. Ability to establish and maintain effective working relationships with employees, officials and the general public. Ability to exercise resourcefulness, tact and perspective in developing solutions and new techniques.Lead work experience that may include leading projects, programs or initiatives, or leading the work of others.Skilled in building effective relationships within and across organizations; effective oral communication in both public and small group settings; prioritizing and meeting deadlines; coordination projects; analyzing legislation and issues affecting the organization; researching and analyzing data and information.Minimum qualifications will typically be achieved by the above, however any satisfactory combination of experience, education and training which ensures the ability to perform the essential functions of the position may be substituted.Certificates/Licenses/Registrations: Possession of, or ability to secure possession of, a valid Oregon Driver's License.PHYSICAL DEMANDS & WORK ENVIRONMENT: The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
