Coordinates with the Department, other state and federal agencies and interest groups on environmental matters. McKinley Dr.Tampa, FL. 33612Your Specific Responsibilities:Conducts, reviews, and approves environmental impact reviews for transportation improvement projects including but not limited to wetland and biological analyses, protected wildlife and plant species, social cultural effects, and recreational resource assessments. Independently performs environmental work including conducting and documenting field reviews, and analyzing information from Geographical Information Systems (GIS) based systems. Prepares National Environmental Policy Act (NEPA) and other Project Development and Environment (PD&E) environmental documentation, including writing technical memos, reports and generating correspondence, primarily for lower-level classes of action or less complex projects. Supports environmental review and documentation preparation for higher level classes of action projects.Serves as the Efficient Transportation Decision Making (ETDM) Coordinator. Utilizes the Environmental Screening Tool (EST) and coordinates the preparation of project screening events, advance notifications, and summary reports with the project manager. Reviews agency commentary and supports the preparation of agency comments.Independently reviews construction plans for low to midrange complexity roadway projects and supports review of high complexity projects. Provides comments through the Florida Department of Transportation (FDOT) electronic review system during the production phases of projects for compliance with statutes, rules, policies and procedures as outlined in the PD&E Manual. Assists the department and consultant staff in establishing and maintaining the PD&E study commitments that are to be fulfilled in subsequent project implementation phases.Participate in consultant management activities including scope development and staff hour negotiations. Participates as technical support for and the development of Request for Proposals and serves as a member of Technical Review Committees to evaluate technical proposals for contractual services. Reviews and directs consultant work activities for assigned projects or tasks including task work order development, reviewing and approving progress reports for those efforts.Represents the Department at workshops, hearings, and other meetings with the general public, special interest groups, and government resource/regulatory agencies to facilitate project awareness, reviews, negotiations, approval and/or concurrence. Responds to inquiries from other agencies and the public including Public Records Requests or other correspondence coming through FDOT Tracker as assignedThe Successful Candidate will have the following required Knowledge, Skills, and Abilities:Knowledge of:

Minimum Qualifications:
  • Six years of experience (including internships or co-ops) in the field of transportation; natural, physical, social or environmental sciences; archeology or cultural resources; environmental, or civil engineering to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471 and 1 year of experience to which the position is assigned. A master's degree from an accredited college or university in environmental sciences or engineering or transportation can substitute for six years of the required experience.
