- Coordinate and manage all phases of ROW acquisition for public infrastructure projects.
- Interpret right-of-way plans and legal descriptions, work with surveyors, engineers, appraisers, and attorneys.
- Communicate with property owners, negotiate acquisitions, and prepare settlement documentation.
- Ensure compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act and California Government Code Section 7260 et seq.
- Oversee or assist with title research, appraisal coordination, and escrow/closing processes.
- Support condemnation proceedings when necessary, in partnership with legal counsel.
- Maintain detailed records and prepare documentation for agency audit and legal compliance.
- Work collaboratively with project managers, engineers, appraisers, attorneys, and public agency representatives.
- 3 -10 years of direct right-of-way experience, preferably in public infrastructure or capital improvement projects.
- Active California Department of Real Estate Salesperson License (required).
- Familiarity with Caltrans Right of Way Manual, local public agency procedures, and eminent domain processes.
- Experience working on federally funded public projects.
- Strong working knowledge of real estate laws, title and escrow, and relocation assistance requirements.
- Excellent negotiation, communication, and documentation skills.
- Proficiency in Microsoft Office Suite; GIS/ROW software experience is needed.
- Must possess a valid California driver's license and be able to travel to project sites as required.
- Active membership or certification with IRWA (International Right of Way Association).
- Background in appraisal review or support.
