You will be responsible for cost and schedule integration on programs in the Tactical Solutions Business Area.This person will manage and direct the activities of a group of employees in the Tactical Solutions Program Controls organization supporting the AET Mission Area. The Manager II will also support direct programs as the lead program controls analyst. The role must show a mastery of Earned Value Management with the responsibility of leading program teams with adherence to the BAE SMS EVM System Description and the Federal Acquisition Regulations (FAR). This person will also help foster innovative approaches within Program Controls in support of procedures and policies.The Finance Strategic Capabilities Unit delivers the expertise and business acumen to increase value across the enterprise by providing actionable information with recommendations and opportunities to drive sustainable business growth.What You'll Do:
  • Provide guidance and training to designated project control analysts ensuring compliance to BAE SMS internal systems and government regulations.
  • Performance Management.
  • Earned Value System Description application.
  • Earned Value variance, trend and what-if analysis.
  • Integrated Baseline Reviews (IBRs) preparation and execution.
  • Joint Surveillance Reviews (JSRs) coordination, preparation and guidance.
  • Contract change monitoring and implementation.
  • Risk assessment and analysis.
  • Lessons learned documentation, assessment and implementation.
  • Baseline Maintenance.
  • Work Authorization (WA) review.
  • Contract Reconciliation.
  • Statement of Work (SOW) deliverables and requirements analysis related to cost and schedule.
  • Work Breakdown Structures (WBS) and WBS Dictionary development and maintenance.
  • Organizational Breakdown Structures (OBS) guidance.
  • Budget and funding profile development.
  • Direct labor and indirect rate application and analysis.
  • Resource planning and communication.
  • Subcontract/material cost and schedule analysis.
  • Risk assessment and analysis.
  • EAC development and analysis.
  • Fee accrual profitability analysis and recommendation.
  • Sales forecast development and analysis across program portfolio.
  • Risk assessment and analysis.
  • Rate analysis.
  • Coach and mentor direct reports to ensure personal growth and management visibility.
  • Oversee lessons learned documentation, assessment & implementation of corrective action/improvements.
  • Support the development of overall objectives, strategies and long-range goals of personnel.
  • The position includes support on programs within the Tactical Solutions (TS) organization.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.
On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.Working Conditions:

  • BS/BA in related field plus 10 years or more years of related experience.
  • Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Mastery of typical program control requirements and processes.
  • Five or more years of demonstrated experience working on programs requiring Earned Value Management Systems.
  • Prior supervisory experience.
  • Solid communication, Client facing experience and/or consultative experience working across multiple groups and boundaries.
  • Excellent strategic and data analytical skills, including metrics, cost estimates, profitability, and risk.
