- Develop and implement a multi-year IT strategy aligned with DDS’s mission, state tech standards, and industry trends.
- Champion digital transformation to modernize infrastructure, applications, and service delivery.
- Integrate public, private, and hybrid cloud platforms for scalability, resilience, and cost efficiency.
- Oversee modernization and operations of IT systems, including cloud, on-prem infrastructure, applications, and LAN/WAN/SD-WAN network architecture.
- Implement DevSecOps, Infrastructure as Code (IaC), and automation for improved speed and reliability.
- Maintain disaster recovery, business continuity, and cybersecurity programs that align with state and federal standards.
- Manage relationships with vendors, cloud providers, and managed service partners to ensure performance, ROI, and contract compliance.
- Establish governance frameworks, SLAs, and performance benchmarks.
- Partner with GTA to align with statewide IT policies, procurement, and shared services.
- Collaborate with AAMVA and other agencies to adopt best practices, securely share data, and support national initiatives.
- Coordinate with government, law enforcement, and private entities on strategic IT efforts.
- Establish governance, policies, and standards that meet legal, regulatory, and industry frameworks (e.g., NIST, CJIS, FedRAMP).
- Safeguard citizens’ data through identity management, encryption, and threat detection technologies.
- Build and lead a high-performing IT team focused on innovation, agility, accountability, and service.
- Promote staff development and ensure technical skills remain current with evolving technologies and trends.
- Completion of a bachelor’s degree from an accredited college or university in computer science, business administration, public administration or a related field.
- Ten (10) years of experience in information technology, which involved planning and organizing highly visible, large scale and critical information technology projects from conception to implementation.
- Five (5) years of experience as a manager or director of information technology services directly related to network management, application development, system maintenance and development of LAN/WAN technologies, as well as demonstrated ability in developing and implementing long-range IT strategies and policy development.
- Demonstrated experience in complex database applications and resolving complex cross-functional problems.
- Project leadership ability and success in leading large-scale projects.
- Experience performing analysis of the use of the Internet to market organizational products and services and conduct e-commerce.
- Executive-level leadership experience in public sector IT.
- Proven success in cloud migration and hybrid cloud management.
- Experience with enterprise cybersecurity frameworks and compliance standards.
- Extensive vendor management experience, including contract negotiations and SLA enforcement.
- Knowledge of AAMVA systems, national driver record exchanges, and identity verification standards.
- Proven ability to collaborate across organizational boundaries and with diverse stakeholders.
- Exceptional communication skills with the ability to translate business needs into technical strategies.
