Program Clerk assists our high-volume Child Care Department. In this position, you will conduct initial intakes, ensure potential patients are eligible for care, and enter their data into our system. You will also update the records of existing customers. Applicants should have some experience in an administrative role, preferably in a social service office, and excellent data entry skills.DUTIES AND RESPONSIBILITIES:
  • Adheres to the mission of SERCO.
  • Maintains working knowledge of the statement of work, performance payment conditions, and performance goals as well as the implementation and spirit of Child Care Services.
  • Develops and implements alternative methods for improvement of goals and objectives.
  • Works with management team to establish standards of excellence using qualitative and quantitative methods.
  • Conducts initial intakes to ensure eligibility of potential clients
  • Obtain medical histories and personal information of new customers
  • Update records of existing customers
  • Review documents for accuracy and completeness
  • Prepare new or recertification customer packets
  • Assist with billing as needed
  • Provides step-by-step written and oral guidance for achievement of excellence in the selected areas.
  • Identifies best practices among SERCO managed workforce centers and communicates findings to SERCO management as well as throughout the SERCO workforce center network.
  • Perform all aspects of eligibility determination and documentation for various federal, state and grant-funded programs.
  • Maintains up-to-date knowledge of state and federal laws and rules pertaining to Board programs and activities. Additionally, responsible for dissemination of this information to contractors through regular communication and technical assistance trainings.
  • Receives and reviews application materials and other source documents for accuracy, completeness and consistency.
  • Reviews and oversees the work of staff engaged in verifying processes and procedures in order to assure that customers are eligible for child care services.
  • Reviews the processes through data gathering, data review and analysis, document review, verification, criteria/development, and preparation of work papers.
  • Identify and report, to the assistant manager, data which does not meet eligibility criteria.
  • Works with confidential material and ensures that information is protected/secured as mandated by local, state, and federal policy.
  • Sorts documents and provides necessary copies and information to shared drive.
EDUCATION AND EXPERIENCE:
  • High School diploma or GED certificate or
  • Graduation from an accredited four-year college or university with major course work in public administration, business management or related field, plus experience in auditing, quality assurance or program/statistical analysis. (18 mos. direct or related experience is equal to 1 year of education).Preferred
  • Solid quantitative, analytical, process development, facilitation and organizational skills required.
  • Ability to handle confidential information with diplomacy and tact.
  • Computer and data entry skills
  • Customer Scheduling experience
SPECIAL REQUIREMENTS:
  • Must possess a valid Texas Driver’s License and provide automobile liability insurance as required by the State of Texas.
  • Must have access to reliable transportation in order to make required home visits.
  • Must obtain SERCO’s Foundation Course Certification.

  • PHYSICAL DEMANDS: While performing duties of the job, employee is occasionally required to stand; walk; sit; for long periods of time. Employee must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds, must be able to set up display area.
  • WORK ENVIRONMENT: Fast paced, demanding physically and mentally, will be in constant communications.
