- Budget Management and Financial Oversight: Lead budget management activities, including planning, forecasting, execution, and monitoring within HUD’s frameworks. Ensure proper fund allocation and usage are aligned with federal standards and program goals. Oversee all aspects of financial planning to maintain alignment with DCA and HUD guidelines.
- Compliance and Data Management: Ensure strict adherence to HUD financial regulations and DCA policies. Manage database systems, develop comprehensive financial reports and dashboards to assess program performance, and apply advanced analytical tools to support decision-making.
- Experience with HUD Systems: Utilize experience with the HUD Voucher Management System (VMS) and the Two Year Tool (TYT) to conduct accurate budget forecasting and fund allocation.
- Performance Monitoring and Reporting: Develop and maintain performance indicators, dashboards, and reports to monitor program effectiveness, identify areas for improvement, and ensure the achievement of organizational goals.
- Process and Data Integrity Improvement: Implement best practices in budget management and analysis. Maintain continuous data verification with systems like Yardi Voyager to ensure regular compliance.
- Stakeholder Engagement: Act as the primary financial liaison between HCV and internal/external stakeholders, promoting transparency and alignment on financial matters.
- Handle various financial and data management tasks, including fund disbursement adjustments, reconciliation of payment discrepancies, and data entry.
- Required: Bachelor’s degree in finance, accounting, or a related field.
- Preferred: Master’s degree in Accounting or Finance.
- Preferred: Certifications in HCV Financial Accounting and Reporting and HCV Financial Management. Candidates without these certifications must obtain them within six months to one year of hire.
- Minimum of four years of relevant experience in financial management, with a strong preference for experience in housing or rental assistance programs.
- Experience with governmental or nonprofit financial reporting and compliance is highly regarded.
- Experience in adhering to federal financial regulations and HUD-specific guidelines.
- Proven track record of managing large-scale budgets and performing high-level financial analysis.
- Advanced proficiency in Microsoft Excel and familiarity with Microsoft Office applications, including Power BI for data analysis and visualization.
- Demonstrated proficiency in financial management software, especially HUD financial systems.
- Strong financial analysis and budget management background within government or nonprofit sectors managing public assistance programs.
- Ability to work independently with minimal supervision and as part of a team.
- Deep understanding of ethical considerations in handling sensitive data.

- Proficiency in using advanced data analysis and visualization tools.
- Proficient in managing and understanding portability billings per HUD regulations and guidelines.
- This position reports directly to the Division Director, HCV, with a dotted-line reporting relationship to the Deputy Division Director.
- The incumbent is expected to work independently, perform complex work accurately and on time, and manage competing priorities effectively.
