The position will focus on the achievement and maintenance of confidentiality, integrity and availability of state data and systems through strategic innovation, enterprise technologies, infrastructure, security policies and procedures. The Director of Enterprise Security Operations will direct and coordinate the protection, safeguarding and security of the entire State of Delaware enterprise network and the critical citizen information under its stewardship. Position is responsible for providing leadership and expertise in the development, implementation and management of DTI's initiatives in support of the agency's goals, mission and vision. Position promotes leading-edge thinking and develops innovative and best practice IT security strategies that are aligned with business and government practices. Inspires and motivates staff by being a catalyst for visionary technology, creative problem solving, solution generation, implementation and teamwork.
Areas of responsibility include application security to include identity management, network and system security engineering, security operations center services to include vulnerability management and threat response. The scope of the role will extend beyond the statewide network, systems, applications and all state data.. The position will engage with internal team members, private partners, state and local government entities, federal government agencies and law enforcement to achieve its goals. The position will have security operations and incident response leadership.
This position requires mastery of multiple disciplines in the technology field. Beyond technical acumen, the position demands in-depth knowledge and application of professional, leadership techniques, practices and theories. Strategic innovation and execution are critical to all State organizations both with regard to leadership and direct functional strategies that will impact Government, political subdivisions, constituents and customers. Skills gained through a history of successful implementations and leadership will be required to manage and direct staff across many technical disciplines.
This senior level position is responsible for the full life cycle of enterprise-wide security hardware and software solutions and will assist in formulating and administering policies and procedures, including implementing long-range goals and objectives. The position requires high expectations of accomplishment and extraordinary strategic business and industry knowledge, ambition, talent, and people skills.
This position will report to a Chief Security Officer (CSO).Selective RequirementPossession of a Bachelor's degree is required, with emphasis in Computer Science, Information Systems, Telecommunications, or a related field.Preferred QualificationApplicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Candidate reports directly to the Chief Security Officer on the Senior Management Team.
  • Directs highly technical systems and functions during crisis situations.
  • Frequently collaboration with other DTI managers and technicians, partnering States, Federal government, outside vendors, and customers on regular basis.
  • Provide leadership and direction to all Information Technology and organizational professionals across the State.
  • Will provide technical consulting, leading program teams, disseminating best practices and encouraging agency staff.
  • This role is high demand in after-hours and on-call tasks.
  • This position is identified as critical to state recovery.
  • Ability to interact and establish effective interpersonal relationships with people at all levels.
  • Ability to describe technology solutions in clear, detailed terms.
  • Ability to represent the Chief Information Officer and Senior Team as required.
  • Ability to work with technical and non-technical personnel.
  • Will interact with auditors and other authorized parties.
  • Assist State Leadership with overall strategic, technical, and tactical leadership of technical teams, with special attention on value-adding initiatives and enterprise technologies and processes.
Job RequirementsJOB REQUIERMENTS for DTI Team Director - Enterprise Security OperationsApplicants must have education, training and/or experience demonstrating competence in each of the following areas.
  • Possess a minimum of five years of experience in senior leadership.
  • Possess a minimum of five years of hands-on experience in information security, security operations, threat intelligence and monitoring in a consulting or in-house role.
  • Possess one or more relevant industry certification, such as CISSP, CISM, CCNP-S or something similar.
  • Possess a minimum of one year of experience in firewalls, IPS/IDS, identity and access management, SIEMs, next generation Endpoint security solutions, threat intelligence or vulnerability management.
  • Possess a minimum of three years of experience in strategic planning demonstrating the ability to develop, analyze and decide among alternative solutions to current and anticipated IT needs.
  • Possess a minimum of three years' experience in developing policies or procedures to meet IT needs.
  • Possess excellent interpersonal and communication skills both verbal and written.
