The Department of Natural Resources (DNR) has an exciting opportunity within our Office of Legal Affairs and Business Practices.Are you a tactical and strategic thinker? Then this may be the job for you!This Unit Supervisor position reports directly to the Contracts and Procurement Manager within the Office of Legal Affairs and Business Practices, and functions as the supervisor for contracting and procurement of goods and services in the Wildland Fire Management Division.The Office of Legal Affairs and Business Practices (OLABP) is committed to upholding integrity, diligent legal practices, and ethical business conduct. We actively support risk mitigation, liability protection, responsible procurement, and resource management. OLABP programmatic areas include agency Legal Affairs, Risk Management, Internal Controls, External Audit Coordination, Privacy, Internal Policy, Procurement of Goods and Services (PGS), coordination of agency Rulemaking, and environmental reviews and analyses carried out under the State Environmental Policy Act (SEPA).DutiesResponsibilities:
- Overseeing the day-to-day operations associated with the Wildland Fire Management Division contracts and procurement program by ensuring control, accountability, and compliance when obtaining goods/services for the agency as it relates to the suite of programs within the Wildland Fire Management Division;
- Serving as the Unit Supervisor, Procurement of Goods and Services, Wildland Fire Management, overseeing the day-to-day operations, control, and accountability processes, and work flows associated with the contracts and procurement program, and by establishing the necessary policies/procedures to ensure that agency units and contractors comply with associated agreements;
- Ensuring necessary processes, policies, and procedures agency-wide are intact and compliant with current procurement law and best management practices;
- Assisting staff in resolving issues that arise during the contracts and procurement processes, including, but not limited to disputes, protests, appeals, defaults, liquidated damages, and excess costs;
- Participating in agency reviews of the updating of applicable agency-wide contracts and procurement Policy Documents as part of the Office of Legal Affairs and Business Practices team;
- Developing and updating applicable agency-wide contracts and procurement Policy Documents as they relate to the Wildland Fire Management Division;
- Providing guidance and approval agency-wide to deviate from contracts and procurement regulations, policy/procedures as they relate to the Wildland Fire Management Division;
- Representing the agency in negotiations with other parties to contracts/agreements in conjunction with the program representative;
- Ensuring agency-wide Wildland Fire Management Division contracts and procurement templates are up-to-date with the most current laws, regulations, and policy/procedures;
- Overseeing the preparation, review, negotiation, and approval of new and existing procurement of goods/services contracts/agreements, negotiations, administration, and termination of said contracts/agreements; and
- Providing leadership and mentoring to professional staff to achieve program priorities and objectives. Set and maintain focus on program priorities and meeting deliverables. Develop work plans, assign and inspect the work of staff. Establish work guidelines, expectations, and performance requirements.
- A Bachelor's degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or a closely allied field;
OR a combination of education and/or experience equivalent.
A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for two (2) years of experience and the education. * Experience with regulations, policies, and procedures for preparation of contracts, agreements, etc., business and professional services, practices and trends, sources of supply and cost factors, contract terminology, and development.
- Experience with Microsoft Office Suite.
- Ability to coordinate, collaborate, and negotiate with representatives of the business

Desired Qualifications:
- Working Knowledge of RCW 39.26 Procurement of Goods and Services.
- Working Knowledge of RCW 39.34 Interlocal Cooperation Act.
- Working Knowledge of WA State Office of Financial Management (OFM)State Administrative and Accounting Manual (SAAM).
- Working Knowledge of WA State Department of Enterprise (DES) procurement and contracting-related policies, rules, guidelines, processes, and best practices.
- Strong Understanding of SharePoint.
