The Principal Development Engineer selected for this opportunity will gain key public sector experience in overseeing and administering daily operations of Development and Capital Improvement Projects that can effectively position you to pursue and obtain key, sought-after public sector jobs. We are looking for a Civil Engineer that has 5+ years of experience in professional engineering to work on-site and full-time (approximately 40 hours per week) in the Encinitas area.As a Principal Development Engineer, your duties and responsibilities will include, but are not limited to:
  • Directing the daily operations and administration of Capital Improvement Projects (CIP) and developer required infrastructure while ensuring compliance with all applicable local, state, and federal regulations.
  • Overseeing project funding from diverse sources including local, state, and federal agencies.
  • Planning and managing the use of revenue sources such as State Gas Tax, TransNet, development impact fees, and Transportation Improvement Program (TIP) funds to support the design and construction of public infrastructure.
  • Participating in the preparation and administration of departmental, divisional, and project-specific budgets.
  • Monitoring spending, approving purchases, and project staffing and resource needs.
  • Serving as a key advisor to the City Engineer, offering strategic insight and technical expertise on public works initiatives and policy decisions.
  • Acting as liaison between the Engineering Division and other departments, agencies, and community stakeholders.
  • Prepare and deliver presentations to City Council, commissions, and the public.
As a Principal Development Engineer, you will have:
  • Bachelor’s degree from an accredited college or university in Civil Engineering or closely related field
  • Five years of increasingly responsible professional experience in civil engineering, including two years of professional supervisory or management responsibility experience, OR an equivalent combination of education and experience sufficient to successfully perform the essential duties
  • Licensed California Professional Engineer (PE)
  • Knowledge of municipal public works projects, activities, and practices
  • Knowledge of principles and practices of supervision, training, personnel, and project management
  • Strong problem solving and analytical skills
  • Candidates must be legally authorized to work permanently in the U.S. (i.e., without time limitations, without restrictions or without need for work sponsorship in the U.S.)
  • Valid CA Driver’s License and proof of insurance
