Headquartered in Oak Ridge, Tennessee, Navarro has active programs in place across the nation for DOE/NNSA, NASA, and the Department of Defense.The Waste Operations Manager performs activities, tasks, and leads a team in support of cradle to grave waste management involving environmental restoration of hazardous and radioactive waste sites.General Responsibilities and Knowledge Skills:
  • Ability to lead a team of technical waste SMEs to support waste generating activities across NEPS.
  • Under limited supervision and guidance has the skill and ability to perform complex professional tasks.
  • Ability to recommend approaches for new and improved processes.
  • Ability to work with broad objectives, with latitude to determine the best way to accomplish tasks.
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential function.
  • Must be able to contribute to a positive work environment and participate in a team atmosphere.
  • Ability to document and record work activities as appropriate.
  • Ensures documents are clear, concise, and conform to regulatory and technical requirements.
  • Provides guidance to Company staff on developing procedures and processes that will ensure safety, efficiency, and compliance.
  • Develops, implements, and monitors corrective measures to minimize or eliminate non-compliance.
  • Required to train and mentor junior staff.
Specific Responsibilities and Knowledge/Skills:
  • Manages a team of waste professionals to support the characterization, generation, packaging, transportation, and disposition of the various waste streams that will be generated during D4, remediation, and UGTA field projects.
  • Works closely with waste generating organizations.
  • Leads a DQO effort to determine known and needed information to fully characterize the various waste streams that will be generated.
  • Prepares sampling and analysis plans to perform sampling, obtain analysis, and perform validation of the analyses.
  • Prepares and submits a waste characterization plan/memo for each waste stream including historical information, generating process, known or suspected contaminants, and data quality to document the final waste characterization.
  • Broad understanding of principles, concepts, and techniques in the field of waste management. Areas include RCRA, TSCA, LLW, MLLW, Industrial waste.
  • Inputs data into various databases including waste tracking system, P2, HAZTRAK, and Hazardous Substances Inventory. Provides data necessary for reporting as required.
  • Organizes team, concepts and calculations, selection of equipment standards, design analysis, system design, preparation of plans and specifications, environmental documents, and other required reports.
  • Prepares and inspects plans for assigned projects.
  • Interfaces directly with project personnel, M&O personnel, and treatment and disposal personnel to gather data for the program and integrate as required for waste disposition.
  • Prepares shipping documentation for waste shipments per DOT regulations and signed by authorized personnel.
  • Participates in preparation and conducting self-assessments.
  • Provides in-house training as required.
  • Must have or be able to obtain
, advanced RCRA Training, and advanced Transportation training. * Must be able to understand and comply with the NNSSWAC.Requirements
  • Bachelor’s degree in science, engineering, or technical discipline and 10 - 25 years of experience in the waste management arena and associated environmental regulations.
  • Fundamental knowledge of mathematics, physics, chemistry, and science.
  • Reading, writing, and comprehension.
  • Fundamental computer skills, e.g., word processing, developing spreadsheets, email, etc.
Working Conditions:
  • Overtime may be required to complete assigned tasks.
  • May require travel and performing work at remote locations.
  • Working outdoors under temperature extremes, both hot and cold.
  • Must have or be able to qualify to wear respiratory protection.
  • Fieldwork involves standing, walking, bending, and lifting to 60 lbs.
  • Field operations are typically based at the Nevada National Security Site (70 miles NW of Las Vegas, Nevada) other locations may be remote with considerable portions of the workday spent outdoors.
  • Other duties as assigned.
