The BWR program is charged with regional implementation of MassDEP Wastewater Regulations to ensure the protection of public health. MassDEP personnel are talented, dedicated, enthusiastic, and supportive.Under the direct supervision of the Deputy Regional Director for the Bureau of Water Resources in the Western Regional Office or other staff of higher grade, the candidate in this position will serve as the Wastewater/Water Pollution Control Section Chief and be tasked with the following duties:· Participate in meetings for the purposes of; program planning and program implementation for the Water Pollution Control Program, to ensure regional consistency, to develop new regulations, policy and guidance, to learn and advise staff regarding new wastewater technology and other developments;· Supervise staff of Environmental Engineers and Environmental Analysts to meet the regional and program goals;· Ensure that all submittals are tracked and reviewed/approved or otherwise acted upon within the appropriate fee time-line/schedule;· Ensure that all permit applications and other submittals are reviewed/approved or otherwise acted upon in accordance with the applicable regulations, policy and guidance;· To represent the Department in meetings with consultants, municipalities, companies and others;· To supervise staff, assist staff with and participate in the review and evaluation of permit applications, wastewater treatment plant plans and specifications, engineering and hydrogeological reports;· To supervise staff, assist staff with and participate in the inspection of wastewater treatment plants and collection systems, investigate permit violations and other incidents, ensure regulatory compliance and undertake compliance and enforcement actions;· To supervise staff, assist staff with and participate in providing technical assistance to Wastewater Treatment Plants and to Boards of Health and others;· To supervise the inspection of wastewater treatment plant laboratories;· To ensure the appropriate processing tracking and timely reporting enforcement documents/ actions and data;· Perform such other duties and related work as may be required.Preferred Work Experience:· A broad knowledge of the principles and practices of various types of wastewater treatment processes and types of municipal wastewater facilities so that operators, consultants and others can be engaged in technical discussions relative to plant operations;· A broad knowledge of the statutes, regulations and policies applicable to Clean Waters Act, Wastewater Treatment Works and Title 5, Combined Sewer Overflows, Sludge Management and Permitting and Federal NPDES Permitting;· Knowledge of DEP’s Water Pollution Control Program;· Experience with the review of plans, specifications, and cost estimates for complex environmental engineering projects such as municipal or industrial wastewater treatment plants and/or leachate treatment facilities;· Experience working in or with Wastewater Treatment Facilities and/or Public Water Systems;· Knowledge of the use of computers and their associated hardware and software;· Demonstrated ability to interpret technical literature, blueprints, laws and regulations, and other technical documenta­tion;· Demonstrated ability to communicate clearly and concisely both verbally and in writing; and· Demonstrated ability to maintain effective working relationships and to work in teams.Preferred Licenses and/or certifications:· Registered Professional Engineer· Soil Evaluator· Title 5 System InspectorA cover letter and resume must be uploaded as part of the application.QualificationsFirst consideration will be given to those applicants that apply within the first 14 days.MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least four years must have been in a professional capacity and (C) of which at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below.Substitutions:I. An Associate's degree with a major In civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.*II. A Bachelor's degree with a major in environmental engineering, civil engineering. civil engineering technology, sanitary engineering. mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.*III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.**Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
