SummaryResponsible for the effective and efficient operation of all departments within the Program Services Division as measured by the achievement of individual program quality assurance outcomes and strategic/annual planning objectives including continuous improvement in the areas of financial stability, strategic program growth, development of new business lines, maintenance of internal and external partnerships, and development of current program directors in their respective roles. Through the successful operation of all Program Services departments this position will assist the Chief Mission Officer to annually achieve the agency goals of increasing the number of person served, increasing the number of persons obtaining employment, developing new services that meet individual and community needs, meeting financial goals and the expansion of new and existing services throughout the GESMV territory Serve as representative and decision maker at Chief Mission Officer's request.Essential Duties & Responsibilities * Meet regularly with all division department directors to establish and track program objectives and provide the support and resources necessary to achieve strategic/annual planning objectives.
  • Lead the division in conducting and/or coordinating lean/continuous improvement events.
  • Follow-up on and assure the completion of all continuous improvement event actions and initiatives.
  • Establish effective channels of inter and intradepartmental communication by leading division management meetings, maintaining positive communication with all departments within the agency, and facilitating new strategies to improve communication and customer service.
  • Mentor and develop current program directors in their individual growth at the request of the Chief Mission Officer.
  • Assist the Vice President of Program Services in developing the division annual operating budget and provide supervisory direction to department directors in achieving their budget goals.
  • Work with program services directors to create strategic growth plans for both short- and long-term growth.
  • Assist program services directors in creating start up plans and project mapping for new initiatives.
  • Continually review current services and assist the Chief Mission Officer to develop new programs within the Goodwill Easter Seals mission that meet the needs of consumers, employers, and referral/funding agencies.
  • Assure all services conform to applicable laws and codes of ethics.
  • Identify and launch new business lines that are profitable while still achieving mission goals of increasing persons served, placed, and positively impacted through program delivery.
  • Identify new funding and grant opportunities for program services division.
  • Assist Chief Mission Officer in the completion of contract bids and grant applications.
  • Work with program services directors to ensure compliance with all contracts, grants, and funders.
  • Collaborate with program services directors to obtain and/or maintain all necessary certifications such as CARF, OMHAS, DD, OOD, etc.
  • Oversight responsibility for the recruitment, hiring, training, development, monitoring, review and release of management personnel within the program services division.
  • Comply with all agency policies, procedures and safety standards throughout areas supervised, and maintain same to meet local, state, and federal regulatory standards including CARF, Department of Labor, HIPPA, ODA, ODJFS, ODODD, and ODM.
  • Other duties as assigned.
Supervisory Responsibilities
  • Supervise programs and staff assigned by Chief Mission Officer, including staff in northern and southern territories and Department Directors.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include development and implementation of policies, procedures, and practices related to interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education Requirements
  • Master's degree (M. A.) in Rehabilitation Management, Counseling, Business or related field preferred; bachelor’s degree in Rehabilitation Management, Counseling or Business;
  • 5-7 years of experience in a senior leadership position considered in lieu of degree
Experience RequirementsFive years’ of supervisory experience is required. Exceptional supervisory experience in a Rehabilitation Facility may be considered in lieu of Master’s Degree.Qualifications
