- The EM/COOP shall coordinate responses with Naval Undersea Warfare Division Newport (NUWCDIVNPT), Naval Station Newport (NAVSTANP), NAVSEA, and local agencies during emergency situations to identify and communicate Government-approved, situation-specific emergency management actions required by NUWCDIVNPT and NAVSTANP and any potential recovery operations.
- The EM/COOP shall participate in meetings with department EM/COOP response representatives and coordinate the development of COOP; standard operating procedures (SOP's), Business Process Analysis (BPA), Business Impact Analysis (BIA), and Mission Essential Functions (MEF's).
- The EM/COOP shall coordinate revisions from NUWCDIVNPT leadership and department leadership to maintain and develop NUWCDIVNPT EM/COOP; plans, policies, procedures, training/exercises, and mass notification systems to ensure compliance with Department of Defense and US Navy regulations.
- The EM/COOP shall document training and exercise after action reports (AAR's) and update applicable qualification records (CDRL A00L).
- The EM/COOP shall analyze and assess local hazards and threats, for the purpose of developing associated threat, risk, criticality, and vulnerability assessments, and then provide recommended mitigating measures to risk and identify any residual risk.
- The EM/COOP shall develop Emergency Action Plans (EAP's) and Guides (EAG's) for NUWCDIVNPT facilities and special events (CDRL A00M).
- The EM/COOP shall provide functionality assessments of all critical staff communications assets (GETS/WPS Cards, Cell Phones, etc.), as identified by the Government, for Government review.
- The EM/COOP shall attend all EM/COOP training and exercises as notified by the EM/COOP Program Manager. These events will be located at; NUWCDIVNPT, NAVSTANPT, Detachments or other geographic locations as indicated in the TI.
- The EM/COOP shall support NUWCDIVNPT and the EM/COOP Program Manager in additional EM/COOP responsibilities, to include providing services in support of agenda development in meetings, action item assignment and tracking, and providing the PM with latest status of open and closed actions.
- The EM/COOP shall utilize the Government-approved all-hazards construct to prepare for, respond to, recover from, and mitigate against disasters.
- Upon Government approval, the EM/COOP shall activate an EM/COOP plan to respond to manmade and natural disasters.
- The EM/COOP shall coordinate emergency response efforts with NUWC, NAVSTANPT, state and local organizations to save lives and protect property.
- The EM/COOP must have the experience, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
- Must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
- Must demonstrate knowledge of security classification methods, concepts, eligibility for access to classified or sensitive information and the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of SCI.
- The EM/COOP should have knowledge of the methods of performing such duties as conducting inspections and investigations, collecting, and analyzing information, etc., and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues.
- Experience in the fields of physical, industrial, information and personnel security participating in SAP Security Compliance Inspections and Self-Inspections; reporting, documenting, and investigating security incidents; reviewing and applying governing policy including Executive Orders, DoD Security Directives, and the JAFAN Series; and communicating orally and in writing with staff and supervisors.
- Bachelor's to Ph.D. level degree.
