SummaryThe Civil Service Specialist will be responsible for Civil Service activities across all County departments. This position serves as a key advisor on Civil Service policies, ensuring compliance with employment regulations and providing strategic guidance to County leadership and employees. The position plays a critical role in managing employment related cases, overseeing compliance, and interpreting policies.Supervisory Responsibilities:This position has no supervisory responsibilities.Essential Duties and ResponsibilitiesReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  • Provides authoritative guidance to department heads, elected officials, and legal counsel regarding Civil Service Rules and employment laws, including precedent-setting disciplinary cases and policy disputes.
  • Coordinates Civil Service meetings including contacting Commission members, preparing files and subpoenas, and communicating with all the applicable parties.
  • Prepares layoff ratings for County departments and prepares/updates informational sheet for affected employees.
  • Conducts high-level comprehensive workforce analysis of Civil Service trends and presents strategic recommendations for policy adjustments, workforce optimization, and legal compliance to senior leadership. Leads initiatives that shape County-wide workforce strategies based on trend analysis and regulatory changes.
  • Prepares and distributes meeting packets, schedules court reporters, produces a monthly Civil Service report, and reconciles billing for Civil Service meetings.
  • Drafts Civil Service communications for hearings and for Commissioners Court.
  • Leads the development of meeting agendas, manages comprehensive record-keeping of proceedings, and ensures the timely posting of public notices, all while ensuring full compliance with Texas Open Meetings Act and other legal requirements.
  • Drafts and updates Civil Service Rules in response to changing legal standards, court decisions, and organizational needs, collaborating with legal counsel as required.
  • Maintains records of commission rulings, updates rulebooks, and ensures adherence to established guidelines.
  • Serves as the County's advisor on Civil Service rule application and interpretation, recommending procedural changes and legal positions in response to case developments and statutory updates
  • Performs all other duties as assigned.
Knowledge, Skills, & Abilities:
  • Advanced knowledge of government/personnel policies and procedures, labor laws, and civil rights legislation.
  • Knowledge of principles and regulations governing civil service operations.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).?
  • Knowledge of records management.
  • Advanced analytical and problem-solving skills to manage and resolve highly complex HR, legal, and employment compliance issues that impact multiple departments and require innovative, strategic solutions.
  • Excellent written and verbal communication skills for policy development and leadership advisement.
  • Attention to detail and accuracy.
  • Ability to work independently and as part of a team.
  • Ability to present information, respond to questions, and work collaboratively with diverse groups, including county officials, employees, and the public.
  • Ability to maintain confidentiality and handle sensitive or confidential information with discretion.
  • High-level organizational skills with the ability to manage multiple priorities and projects in a fast-paced environment.
Minimum Requirements
  • Bachelor's degree in Human Resources, Management, Business Administration, or a closely related field or equivalent work experience.
  • Minimum of five (5) years of progressive HR experience with significant responsibilities in employment law, workforce compliance, or Civil Service administration.
Preferred Requirements:
  • Master's degree in Human Resources, Public Administration, or a related field.
  • Professional HR certifications (e.g., SHRM-CP, PHR, or other relevant credentials).
