- Reports to the Assistant Director of Engineering.
- Provides civil engineering direction, inter-disciplinary coordination and leadership to the design staff in execution of Department of Aviation projects.
- Provides support to the Capital Improvement Program through design reviews and coordination with related projects.
- Manages and organizes resources to accomplish specific task assignments in the areas of planning, project and facility management, design and design management, and construction management.
- Is a highly experienced professional who routinely exercises project leadership over complex projects, trains other professionals, or serves as a specialized subject matter expert in one or more specific areas.
- Is expected to have noticeably greater leadership or technical responsibilities than the Senior level.
- Is NOT a routine promotion and the specific justification for classification must be documented.
- Review of construction documents and related design tasks prepared by others, including on-call consultants, tenants, and local jurisdictions adjacent to the airport for compliance with engineering principles, department standards, contract requirements, and specifications. Use of review management software required.
- Developing scopes for design task orders.
- Provide input and direction for the development of Airfield and General Civil design standards, technical specifications, and details.
- Coordination with Contracts staff and Dept. of Procurement officials in preparation of bidding documents.
- Coordination with various managers including Planning Managers, Project Managers, Construction Managers, Asset Managers, Facility Managers, and Design Managers.
- Coordination with unit members, other Planning & Development units, maintenance, management, tenants, outside consultants, construction contractors, and project stakeholders (departmental divisions, City bureaus, airlines, local jurisdictions, permitting agencies, etc.).
- Design Management, in coordination with PM staff, when on-call consultants are used for design work or survey.
- Provide support to the Director of Engineering when requested.
- Maintain the highest quality of design in H-JAIA construction documents.
- Manages personnel by maintaining schedules and workloads associated with projects.
- Performs job performance reviews and provides coaching and mentoring when needed.
- Reviews tenant projects and performs Engineering review of tenant submittals from air carriers, and various airport tenants on airport property.
- Reviews shop drawings, requests for information, and submittals with construction management software and various other construction administration activities including site visits.
- Develops skills for future advancement, maintains a professional and productive work atmosphere, promotes organization growth, generates new ideas for improving services, and maintains knowledge of current engineering practices and requirements.
- Broad knowledge of the principles, practices, and procedures of civil engineering including knowledge of FAA Advisory Circulars, GDOT Standards, contracting procedures and documents, and all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
- Proficiency with basic computer and software products.
- Good writing and communication skills. For example, the ability to assemble information and make written reports and documentation in a concise, clear, and effective manner.
- Good organizational, management, and technical skills. For example, the ability to make required engineering and statistical calculations and the ability to read, write, and understand construction drawings, specifications, calculations, and tests.
- Ability to use independent judgment and discretion in the handling of emergency situations.
- Working knowledge of AutoCAD and civil design software.
- Knowledge of sustainable certifications such as Leadership in Energy and Environmental Design (LEED), Parksmart or Envision.
- Knowledge of GPS surveying equipment
- Bachelor's degree in Civil Engineering or related area.
- 7 years of progressively responsible design experience covering airfields, roadways, and bridges.
- Master's degree in Civil Engineering.
- Strong fundamentals of civil engineering, specifically, pavement, utilities, drainage, large-scale hydrology, earthwork, site development, and road design.
- Thorough familiarity with FAA design circulars.
- Twenty plus years' experience with hands-on airport/airfield design.
- Working knowledge of City of Atlanta contracts/procurement procedures.
- Ability to handle conflicting project demands and set priorities.
- Strong written and verbal communication skills.
