The Training Specialist, Light Rail (LR) Maintenance is responsible for developing, implementing, and overseeing all aspects of technical training for HRT LR Maintenance and the Facilities (FAC) Maintenance employees. Identifies training needs through coordinated communications with various Supervisors, Managers and Directors. Develops training plans for all LR and FAC Maintenance Staff. Develops and presents classroom & service floor training. Administer and evaluate training programs in conjunction with maintenance shift supervisor as needed, scheduling and assigning training, monitoring activities, scheduling classes and training employees in technical and non-technical aspects of maintenance, certification programs, monitoring, and evaluating trainees.Other duties include representing the Maintenance Department in various forums, observing, and analyzing work practices, acting as liaison between trainees and management, encouraging positive changes, assisting maintenance supervisors and managers in resolving maintenance and operations issues. This is a safety sensitive position subject to the rules and regulations of the Drug and Alcohol Policy. Performance reviewed periodically.Though this position requires attention mostly to training Light Rail maintenance, he/she will at times provide training to bus, ferry, and paratransit staff.Essential Job Functions:(Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)
  • Creates learning environments by planning, coordinating, and facilitating training, maintaining training databases, participating on committees, developing lesson plans, prescribing learning criteria, reviewing trainer criteria, researching, and developing materials.
  • Responsible for the establishment and maintenance of training resources inclusive of contractors, equipment, technical and training libraries, and pool of subject matter experts.
  • Disseminates information by training employees in both technical and non-technical maintenance, creating schedules, procedures, and evaluation criteria, creating training aids and manuals, and practicing new techniques.
  • Research and provide information on LR maintenance department performance, facilitate quality work, creating reports, acting as on-site observer, supports projects, writing technical manuals, work instructions, Standard Operating Procedures (SOPs), and in-house service bulletins.
  • Maintain all training documents, maintain training and technical libraries, coordinating efforts with other departments, and serving on committees.
  • Coordinate Vendor Training programs and evaluate Vendor Training proposals.
  • Liaison with local colleges and trade schools
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, independent audits, state audits, safety inspections and investigations, etc.

  • Ability to obtain and maintain ongoing educational, training, and DOT requirements and maintain On Track Equipment Certification.

  • Background, experience, and capacity to quickly learn the theory of operation, troubleshooting, and repair of LR equipment and sub-systems.
  • Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions, and measurement.
  • Provide technical training for maintenance personnel in the diagnosis, repair, preventive maintenance, and service of LRV and Systems/Track assets and equipment.
  • Advanced ability to write editorials, journals, speeches, manuals, or critiques.
  • Plan, design and implement highly complex training programs and assess effectiveness.
  • Handle all internal and external contacts with courtesy, diplomacy, and tact.
  • Evaluate business and operational activities to assess training needs.
  • Read, analyze, and interpret HRT policies, professional journals, technical publications, and government regulations.
  • Write clear and effective training reports, business correspondence, and procedure manuals.
  • Effectively present information and respond to questions from groups, managers, customers, and the public.

  • Extract statistics and written information from reports and transfer to other documents.
Required Software Knowledge and Skills essential to Job Functions:Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.Software applications:Advanced skills utilizing word processing, spreadsheet, presentation and database software, and specialized software related to functional areas to include but not limited to: MS Windows, MS Edge, MS Office (Word, Excel, Access, PowerPoint, and Outlook), Enterprise Asset Management Systems, Enterprise Resource Planning Systems, Crystal Reports, Adobe Acrobat Pro and Reader, WinZip.Safety Responsibility:Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.Training and/or Education:Minimum requirements include knowledge of a specific vocational, administrative, or technical nature, which may be obtained with a two (2) year Associate degree, diploma or equivalent from an accredited college, technical business, vocational, or correspondence school in Automotive or Electric vehicle maintenance field.Additional directly related experience beyond the minimum requirement may substitute for the required education based on the ratio of one and a half (1.5) years of experience for each (1) year of education.Required Experience:A minimum of five (5) years of experience in teaching the diagnosis, maintenance and/or repair of fleet vehicles, engines, electrical propulsion motors and related equipment. A combination of training, education, and experience that is equivalent to the criterion listed above and satisfies the knowledge, skills, and abilities requirements will also be considered.Licenses or Certificates:
  • Must have CDL Class B license and/or CDL permit and the ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements.
