The , , is seeking a Wastewater Laboratory Director for their Wastewater Treatment Plant Laboratory. The lab is currently located in Honolulu but will be moving to Kapolei later this year. The Wastewater Laboratory Director plans, directs and coordinates, through subordinate supervisors, the wastewater environmental quality laboratories; plans and coordinates sampling and analytical services provided to other City and State agencies; and plans and directs wastewater environmental quality research studies.What You'll Do
- Manage the City's wastewater laboratory program which provides sampling and analytical services for ENV and other City and State agencies.
- Be responsible for the administration of the analytical work in wastewater chemistry, toxics, microbiology, biology and quality assurance/quality control.
- Manage and direct work through section supervisors and serve as principal consultant to Division Chief and others.
- Make major decisions requiring experienced judgement.
- Develop and maintain policies and procedures to administer the functions of the Branch, ensuring compliance with Federal, State and City laws, regulations and permits.
- Formulate goals and objectives for the Laboratory to support those of the Division, Department, and the City and implement action plans to achieve them.
- Keep abreast of research, trends, new regulations, equipment, and procedures in sampling and analyses and make recommendations to the Division Chief.

Equivalent to graduation from an accredited four-year college or university with major work in chemistry, microbiology, bacteriology, biology, zoology or a related biological science.Substitution:Work experience may be substituted for a bachelor's degree in chemistry, microbiology, bacteriology, biology, zoology or a related biological science, on a year-for-year basis. Such work experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree in chemistry, microbiology, bacteriology, biology, zoology or a related biological science.Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. EXPERIENCE REQUIREMENT:
Six (6) years of progressively responsible professional laboratory analytical experience including or supplemented by three (3) years of supervisory experience in planning, organizing and coordinating laboratory analytical and research services in support of environmental programs.Such experience must have demonstrated:
- Knowledge of principles and practices of supervision and administration;
- Knowledge of principles and practices of chemistry, microbiology, toxicology and biology;
- Knowledge of laboratory practices, procedures and techniques;
- Knowledge of research, development, sampling and analytical methods and techniques;
- Ability to plan, direct and coordinate chemical, microbiological, toxicity and biology analyses and research;
- Ability to plan, develop, direct and coordinate research projects;
- Ability to evaluate program effectiveness and recommend and implement improvements;
- Ability to establish and maintain effective working relationships with subordinates and other governmental agencies;
- Ability to analyze situations accurately and take effective actions; and
- Ability to speak and write concisely and clearly, particularly in the context of writing reports.
Possession of a valid Hawaii State driver's license (Type 3/automobile), as required.EDUCATION AND EXPERIENCE EVALUATION:
