MDW Associates is seeking a Senior Budget Analyst to provide sound financial stewardship, expert analysis, and innovative approaches to our National Aeronautics and Space Administration (NASA) client at Stennis Space Center, Bay St, Louis, MS. This position is onsite, so candidates must be able/willing to commute to NASA (SSC).The Senior Budget Analyst performs a combination of some or all of the following duties:
  • Serving as an analyst to systematically integrate business, cost estimating and financial management processes aiding to ensure the efficient stewardship of public funds
  • Supporting the formulation of strategic financial plans correlates financing requirements into executable budgets
  • Understanding data relationships; Loading data into data sources and link to Power BI; Creating visualizations and dashboards to answer relevant cost performance questions
  • Power Query: Writing, reading, and modifying advanced queries
  • Analyzing monthly cost data to spot inconsistencies, identifying issues (formula and data load), and resolving discrepancies to reconcile records
  • Reviewing videos, writing processes, and consolidating questions; Working independently with the data to learn and understand the current needs
  • Writing and reading formulas, such as SUMIFS, XLOOKUP, VLOOKUP, INDEX(MATCH); Understanding the paramount importance of data integrity and data formatting
  • Possessing thorough knowledge of the allocation, execution, and administration of approved budgets
  • Collaborating with customers to develop new applications or improve existing applications (including workflow processes) to increase functionality, synergy, and efficiencies
  • Assessing products and procedures for compliance with Government standards, accounting principles, internal controls, and multi-tiered system application standards
  • Ensuring that tasks are completed in the time frame specified by the client and assist in the preparation of milestone status reports and presentations for colleagues, subordinates, management, and end user representatives
  • Meeting all time sensitive report deadlines and accepting new assignments with varying requirements; delivering to a high level of completeness and accuracy
  • May serve as a mentor and resource for junior contractor budget analysts assisting with their development
  • May leverage expertise to support multiple Organizations and/or Centers
Required Experience/Skills:
  • Specialized experience in financial data processing, combining data sources and communicating results
  • Advanced computer skills with proficiency in Advanced Excel skills (pivot tables, SUMIFS, XLOOKUP, VLOOKUP, INDEX(MATCH)
  • Intermediate level proficiency with Power BI
  • Power Query for data sourcing/transformation
  • Data Visualization
  • Experience connecting Power BI and Excel to other data sources
  • Proficient in accounting systems and processes
  • Familiar with activity-based costing, business case analysis and outsourcing requirements
  • Strong system documentation skills
  • Must be able to grasp interrelationships between financial management requirements and automated solutions, considering the current system environment and the potential integration of added systems concurrently or later
  • Candidates for this position must have a demonstrated ability to work independently as well as with teams
Preferred Experience/Skills:
  • Candidates with 1+ years of NASA experience are highly preferred
  • Financial knowledge of/experience with government funding life cycle (such as - appropriations, budget, commitments, obligations, cost, disbursements), basic account reconciliation skills
Education Requirement(s):
  • Candidates for this position must possess a BA/BS degree in related field (accounting, finance, etc.)
Security Requirements:
  • Candidates for this position will be subject to a background investigation and must meet the eligibility requirements to obtain a Public Trust (requires US Citizenship).
