- Leads development, preparation, and maintenance of project cost estimation, cost control, financial risk management, contingency determination and management, and earned value management, incorporating current best practices used in the construction and transportation industries.
- Supports on all aspects of the Change Management process and utilization of tools for Change Request, Change Control Board (CCB) and reprogramming.
- Ensures integration of cost practices and methods, and supports the development of cost management policies, procedures, and performance metrics.
- Leads staff in the development and implementation of KPIs to assess project cost performance.
- Ensures close coordination between cost control staff and project management team.
- Collects weekly input from Contract Management Specialist and Construction Manager on areas impacting project costs and budget.
- May lead risk evaluation sessions or preconstruction reviews for a major capital construction project/program if risk manager is not staffed on team.
- Responsible for all activities detailed above, while gathering input from relevant parties (e.g., Contract Management Specialist, Construction Managers) and receiving approval from Project Director on any areas impacting project work.

- Working knowledge of project controls costing
- Experienced SharePoint and MSPS user
- Ability to organize and analyze large volumes of financial, risk and schedule performance data
- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint, SAP, BPC
- Experience with Project Controls management relating to cost, scheduling and estimating at a project level.
- Bachelor's degree or any equivalent combination of education and experience
- Must have work authorization in the United States.
- Three or more years of relevant experience preferred.
- Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
- PMP-SP or RMP
- Office building environment.
- Work in cubicle setting; stand, sit, bend, twist, use file drawers.
- Sit at computer to complete assignments, projects, and majority of tasks.
- Ability to work under pressure.
- Occasional travel as needed.
