The North Carolina State Highway Patrol is seeking an experienced and detail-oriented professional to serve as Payroll Director (Accountant III). This mission will be accomplished in partnership with all levels of government and the citizens of North Carolina, through quality law enforcement services based upon high ethical, professional, and legal standards.The primary purpose of the State Highway Patrol's Fiscal Section is to ensure that all department financial resources and funds are received, disbursed, recorded and accounted for in accordance with all applicable State and Federal laws and regulations.The Payroll Director position is a Non-Sworn/Administrative position assigned to the Fiscal Section of the North Carolina State Highway Patrol (NCSHP). The primary purpose of the Payroll Director position is to provide leadership, oversight, and management of the North Carolina State Highway Patrol's payroll operations to ensure accurate, timely, and compliant compensation for all sworn and civilian employees. Job responsibilities include:
  • Responsible for directing payroll administration in alignment with state and federal laws, regulations, and polices, while safeguarding fiscal integrity and accountability.
  • Overseeing the development, implementation, and monitoring of payroll systems and procedures, ensuring that pay, benefits, and related financial transactions are processed efficiently and accurately.
  • Provide guidance to leadership, employees, and stakeholders, while coordinating with the Controller's Office, Human Resources, Budget, and external oversight agencies.
  • Responsible for receiving, analyzing and interpreting all transactions involving payroll and is responsible for creating the necessary files, both electronic and manual, to maintain documentation of those transactions for audit purposes.

The typical work schedule is Monday - Friday 8:00AM - 5:00PM.Note to Current State Employees: The salary grade for this position is NC15.   • Knowledge of personnel policies and payroll accounting procedures.
  • Experience with payroll systems (BEACON/SAP, NCAS, Journal Vouchers) and payroll process analysis and evaluation.
  • Experience effectively communicating payroll-related information in oral and written form with staff, leadership, and external stakeholders.
  • Experience interpreting and applying payroll policies to make independent decisions.
  • Experience supervising and leading payroll or fiscal staff.
