We are committed to creating and fostering a work environment in which individual differences and diversity are appreciated, respected and responded to in ways that fully develop and utilize each person’s talents and strengths.In consultation with the Behavioral Health Population Health Manager, the Behavioral Health Population Health Team Lead maintains direct oversight for the development, implementation, and monitoring of Behavioral Health Population Health team and activities, across four CCO Regions: Central Oregon, Lane County, Marion and Polk Counties, and Columbia Gorge. This position provides leadership and supervision to the BHPH team through offering of subject matter expertise, ongoing coaching/guidance, and liaising of regional initiatives complimentary of PacificSource transformation strategy, including integrated care, development of regionally responsive behavioral health service array, and fulfillment of contractual requirements and delivery of high quality care.Essential Responsibilities:
  • Accountable to provide supervision, training, and support for Behavioral Health Population Health team.
  • Conduct performance management and assist BHPH Manager with hiring, staff development, and ongoing support of team members.
  • Guides BHPH Team project management and strategic implementation of processes and changes for improvement to PacificSource Community Solutions (PCS) behavioral health programs and services.
  • Consult with the Behavioral Health Strategist in the design, organization, implementation, and evaluation of strategies and initiatives written in regional Comprehensive Behavioral Health Plan (CBHP).
  • Continuously monitor compliance to OHA and other State contracts and other regulatory bodies as they pertain to PacificSource Community Solutions regional services and programs.
  • Compiles and communicates amendments to Oregon Administrative Rule which affect BHPH regional deployment, in collaboration with BHPH Strategists and Manager.
  • Maintain policy and procedures related to BHPH and OHA deliverables, as outlined within Ex. M of the CCO 2.0 Contract
  • Advise the Behavioral Health Population Health regional teams in designing, implementing, and evaluating novel and existing behavioral health programs to improve the member’s experience.
  • Support involvement of BHPH in internal groups that increase regional cross-sector collaboration to reduce the use of institutional care, integrate PacificSource members with behavioral health conditions to community-based settings, and improve member experience and health, as needed/requested by regional BHPH Strategists.
  • Coordinate with CCO Behavioral Health Director and Behavioral Health Population Health Manager to promote and improve behavioral health integration and initiatives in each CCO region.
  • Create ongoing opportunities for team engagement and development which contributes to overall culture of Behavioral Health Population Health, and Population Health, as a department (e.g. trainings, social convening, etc.)
  • Liaise conversations regarding budgetary planning and decision making to support regional initiatives and ongoing team development
  • Ensure ongoing collaboration between Population Health, Quality Improvement, Care Management, Provider Service, and other internal departments to augment member and provider partner outcomes
  • Elevate regional provider innovations to BHPH Manager to inform contract development and negotiations with BH Providers
  • Partner with regional BHPH Regional areas to elevate regional behavioral health initiatives and advise on continuous process improvement opportunities.

SUCCESS PROFILEWork Experience:A minimum of five years’ experience in health care related field (specifically behavioral health); project management and/or supervisory (i.e. supporting people or implementation of strategy or programs) experience preferred. Minimum of 3 years health plan and/or fidelity model experience focused on project management, strategic development, quality management/improvement/assurance, and/or program development.Education, Certificates, Licenses:Master’s degree, or equivalent experience within health care field, in Behavioral Health, Public Health, or other related field required.Knowledge:Knowledge of State of Oregon Medicaid regulations, mandated benefits and systems of care for behavioral health. Knowledge of the needs of those with behavioral health disorders, and relevant procedure codes. Knowledge of quality improvement processes. Organizational skills with solid experience in using computers and various software applications including Word, Excel, PowerPoint, Outlook, SharePoint, and audio-visual equipment.
