Due to their continued growth, they are hiring a Government Business Development Capture ManagerAbout the Role:
Our Partner has an exciting opportunity for a high-energy, results-oriented, driven cross-functional Government Business Development Capture Manager to support the Executive Leadership Team with strategic planning initiatives, business development efforts, and market research. The BD Manager will work closely with skilled Project Managers and subject matter experts to understand our market and service offerings. The BD Manager will work with a small, fast-paced, multi-disciplinary team and report to the Director of Business Operations.Key Responsibilities:
  • Lead the development of responses to government solicitations, including Sources Sought, RFIs, RFPs, and RFQs responses.
  • Identify promising opportunities utilizing resources like eBuy, GovTribe, and SAM.
  • Conduct opportunity analysis, developing assessments based on solicitation size, scope, and complexity, alignment to core competencies, past performances, and corporate experience based on solicitation needs and program goals, development of initial Probability of Win (PWIN) and Probably of Go (PGO) analysis.
  • Maintain accurate company profiles in relevant opportunity databases.
  • Prepare and present business development pipeline updates and metrics to Executive Leadership.
  • Foster collaboration through brainstorming sessions with Project Managers.
  • Incorporate project management and Lean Six Sigma principles into daily activities.
  • Gather data to inform strategic planning efforts and support proposal development.
  • Manage all aspects of proposal development, ensuring compliance and quality.
  • Demonstrate a track record of winning high-value contracts and leading successful business development initiatives.
  • Manages all aspects of proposal development (proposal writing, editing, illustration, production efforts) from assignment and receipt of RFP, through delivery and receipt by the customer.
  • Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications, and determine final documents structure.
  • Prepare detailed proposal plans, schedule outline, and compliance matrix for assigned pursuits
Must Have's:
  • Bachelor's Degree in Public Health, Business, or a related field.
  • Minimum 5 years of experience in Business Development, Capture Management, or related roles supporting or leading federal proposals and RFI responses.
  • 5+ years of winning high-value effort proposal efforts ($3M-$10M)
  • Proven success in winning high-value federal contracts, Prime, Full, Single, and Open opportunities ($3M+).
  • Strong knowledge of GSA Schedules, FAR, and DFARs.
  • Proficiency in Microsoft Office applications, particularly Excel and PowerPoint.
  • Exceptional customer service skills and ability to thrive under pressure.
  • Strong attention to detail and punctuality.
Nice to Have's:
  • Familiarity with Shipley-like business development and capture management processes.
  • Strategic thinking ability to translate market insights into winning capture strategies.
Other Job Requirements:
  • Authorized to work in the United States.
  • Occasional travel may be required (anticipated less than 5% annually).

Salary: $95k - $105k + Bonus + Commission
