Within our Human Recourses Department, you will actively participate in projects focused on aligning learning and development solutions with county priorities and overall needs.The Training & Development Specialist will create, implement, conduct, and coordinate training programs and activities to support the learning and development of employees across all Cabarrus County Departments and levels of the organization. You will partner with leadership teams, department supervisors, and service providers, to identify training and compliance needs, and collaborate with key partners to execute training initiatives.Work includes preparation and review of leadership related topics, designing training programs and participant manuals, collecting, and reviewing videos and other source materials, conducting/facilitating training seminars and other training/design processes in various settings. Designs, proposes, and reviews course methodologies and evaluates learning impact.Research and develop unique conceptual/theoretical and practical training programs to meet management and leadership needs; designs and delivers said training programs, provides input into the evaluation and impact analysis of these training courses. Work is performed under the regular supervision of the Human Resources Strategy Manager. Essential Functions/Typical Tasks:
Develops and delivers employee and leader training programs that align with organizational core values, goals and key focus areas; utilizes expertise on Human Resources policies and processes to share with others; supports education and development needs of employees and supervisors; prepares training materials, reports, spreadsheets, etc.; researches/recommends external programs and training resources.

- Designs and develops learning solutions and programs that fit the needs of learners utilizing knowledge of adult learning theory, various learning styles and effective information design principles; formats include online/self-paced learning (LMS) modules; in-person and virtual instructor led and blended learning options.
- Coordinates and conducts new hire orientation process; explains HR policies and other assigned topics; back up for orientation presenters who are unavailable.
- Provides outreach to new hires prior to orientation to ensure a positive onboarding experience; follows up at regular intervals to aid with employee retention.
- Plans, coordinates, and facilitates/presents leadership development training programs for supervisors and aspiring leaders including but not limited to: Cabarrus County Leadership Academy and Emerging Leaders programs.
- Determines and recommends Countywide training through consultation and evaluation of requests; recommends training programs and other interventions to meet organizational needs.
- Creates and maintains calendar of scheduled classes; coordinates participant correspondence related to training events and programs.
- Defines learning objectives to meet department/division goals.
- Evaluates training program effectiveness through analysis of content, presentation, and post examination of participants and adjusts programming as needed.
- Creates and assigns course content in the Learning Management System (LMS).
- Documents course completion as appropriate utilizing HRIS systems.
- Reviews proposals and coordinates training events with outside vendors.
- Assists with Human Resources events and functions, including software transitions, employee appreciation, and service awards.
- Develops forms, databases, presentations, etc. in both written and electronic formats.
- Prepares various correspondence, reports, forms, brochures, flyers, and other written materials.
- Completes special projects as assigned.
- Seeks professional development through trainings, meetings, and other opportunities to serve the HR profession.
- Performs related tasks as required.
Excellent communications (verbal and written) and facilitation skills; ability to adapt curriculum, delivery methods, pace to match the needs of each audience; ability to development and implement processes and materials; comfortable giving and receiving constructive feedback; detail orientated and able to schedule, plan and follow up on tasks; self-starter with the ability to work independently with minimal supervision. Proficient in training delivery methods and HR software applications including MS office, Learning Management Systems and Timekeeping Systems.; general computer proficiency; ability to learn and train on new technology as appropriate.Education and Experience:Bachelor's degree in business administration, Human Resources, Training/Development, Corporate Training, Adult Education, Organizational Development, Wellness/Health Promotions or a related field.Master's level preparation preferred.Minimum of 3 years of experience supporting learning and development functions within HR or Team Leadership.An equivalent combination of education and experience may be considered.Public sector personnel experience preferred.Some county job postings indicate that you can qualify with an "equivalent combination of education and experience." Flexibility with scheduling to meet needs of County operations for all departments. HR certifications to include PHR, SPHR, SHRM, IPMA and/or specialty certifications in training or Human Resources development desired.Physical Requirements:
