PURPOSE:This scope of work is for a Technology Business Analyst (Intermediate) to provide training, coordination, and other support for Women, Infants, and Children for the Florida Department of Health, Division of Community Health Promotion, Bureau of WIC Program Services (Department). Contractor will provide these services to the Department.CONTRACTOR QUALIFICATIONS AND EXPERIENCE:Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
  • 5 years of experience developing, updating, and analyzing the effectiveness of training materials.
  • 5 years of experience of communicating effectively with a wide range of public health professionals, nutrition and clerical staff, and customers.
  • 5 years of experience evaluating changes and enhancements to an MIS system from a policy and user perspective.
  • 5 years of experience assessing program operations and compliance and identifying areas for improvement.
  • 5 years of experience in working in state, regional, or local WIC agencies. Florida WIC experience preferred.
CONTRACTOR RESPONSIBILITIES:1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
1.1. At the direction of the department, review, update, and improve existing WIC program trainings.
1.1.1 Develop new training content, which includes manuals, modules, presentations, and related competencies and supporting materials for a monthly minimum of 20 hours.
1.2. At the direction of the department, provide expert guidance on federal and state WIC policies and regulations for a minimum of 80 hours per month.
1.2.1. Provide technical assistance to state and local staff on a daily basis. Participate in related policy meetings and develop correspondences to communicate policy changes.
1.3. At the direction of the department, serve as the subject matter expert for planning local operations-related MIS modifications and enhancements for a minimum of 20 hours per month. Conduct user acceptance testing. Attend weekly change management meetings.
1.4. At the direction of the department, assist the Local Operations Unit Supervisor in modernizing unit quality assurance protocols and developing staff improvement programs, a minimum of 20 hours per month.
1.5.DATA SECURITY AND CONFIDENTIALITY TASK:
The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
