- This position is contingent upon contract award.
- Engage with relevant NATO and EU officials/entities to develop and coordinate HCOE scenario development and training activities in the field of countering hybrid threats and facilitate strengthened NATO-EU cooperation.
- Engage with relevant NATO and EU entities to support implementation of the EU/NATO tasking on scenario-based tabletop exercises, workshops, and discussions, and to contribute to scenario development of the NATO Crisis Management Exercise (CMX), EU ML and PACE exercises.
- Support annual exercises from development through implementation, including those for the NATO NAC - EU PSC scenario-based discussion and the annual HCOE-hosted NATO-EU High-level Retreat.
- Develop training products in support of HCOE activities across hybrid domains and in collaboration with the HCOE Communities of Interest.
- Collaborate with HCOE and member states to make trainings and exercises on countering hybrid threats accessible and relevant.
- Lead the development of the HCOE's work program in the field of training and exercises.
- Advise HCOE Leadership and serves as a member of the HCOE's senior team by advising on a range of substantive and administrative issues, particularly regarding training and exercises to include developments in U.S. policy/strategy as well as identifying opportunities for cooperation.
- Support HCOE senior officials to contribute to the Centers' research and analysis, and to assist Communities of Interest with programming and to tailored training and exercises for their purposes.
- Support liaison functions between the HCOE and the U.S. government as necessary to enhance interoperability for U.S. warfighters.
- Collaborate closely with the Program Manager to align engagements and other work with the project plan.
- Master's degree in National Security, International Relations, Military Studies, or a related field preferred.
- 10+ years of experience in special operations, intelligence, or irregular warfare policy.
- Extensive knowledge of gray zone conflict, resistance strategies, and hybrid warfare.
- Experience in DoD planning, operational strategy, and interagency coordination.
- Demonstrated ability to develop and implement training programs for military and government audiences.
- Proven experience working with classified and open-source intelligence to inform IW strategy.
- Familiarity with IW data, ability to conduct long-term analysis
- Strong public speaking and writing skills, with experience briefing senior leaders and contributing to DoD policy discussions.
- Familiarity with joint, interagency, and multinational training environments.
- Ability to travel internationally as required.
- Must possess a Secret Clearance.
